The Treasury Board Secretariat (TBS) Division partners with ministries to provide strategic financial services to develop, implement and report on government’s fiscal plan. Main outputs range from preparing the province’s annual budget and quarterly fiscal updates, and producing the executive summary of the Government of Alberta Annual Report, to providing timely, relevant and accurate analysis, advice and recommendations to decision makers (Minister, Treasury Board, Cabinet, Executive Council and other bodies) on spending issues.

Financial Analyst, Clear Communicator, Agile Team Player

Are you a finance professional with a passion for public sector financial management? Do you enjoy working in a fast-paced team environment and providing support to business partners? If so, we have an opportunity for you to promote fiscal discipline in support of the government’s fiscal targets, and to work closely with ministries to deliver on the commitments the government has made to Albertans.

As an Analyst in this position, you will apply your understanding of program budget and policy issues facing government ministries as you review their proposed spending and business plans. Reporting to the Director, you will also monitor how those plans are implemented, including the review of quarterly budget updates and year-end results. Your strong interpersonal and written communication skills will be essential when analyzing proposals and preparing clear, concise briefings, as well as when liaising with key ministry contacts and senior management.

To be successful in this position, you will require a good understanding of public policy objectives and the government’s fiscal framework and fiscal plan. A solid understanding of accounting concepts and government’s fiscal and financial legislation (e.g. Financial Administration Act, Fiscal Planning and Transparency Act, Appropriation acts) is paramount. An ability to learn quickly and adapt to new approaches will help ensure your success.

Qualifications

A university degree in business or a related field such as Business, Finance, or Economics, supplemented by four years of related experience in financial planning and/or analysis is required. Experience working with large complex data sets is also required. We may consider equivalencies based on a related Diploma and six years of related experience. Experience dealing with the provincial budget and business planning process or in public administration is preferred. An accounting designation would be an asset in this role.

Salary

$ 3,062.51 to 4,121.25 bi-weekly ($79,931 to $107,564 per year).
