The Department of Computer and Mathematical Sciences comprises Computer Science, Mathematics, and Statistics. All three disciplines play fundamental roles in science, engineering, and many other areas of academic inquiry and technological innovation. The department offers programs that specialize on a wide range of topics, such as Software Engineering, Machine Learning and Data Mining, Quantitative Finance, Mathematics, and Applied Statistics. Our programs are in high demand and attract a large number of excellent applicants.

Reporting to the Chair of the department, the Manager, Operations & Finance will contribute to the overall vision, goals, and mission of the Department of Computer and Mathematical Sciences (CMS) by playing a key role in the department’s strategic planning. The Manager will have responsibility for strategic planning and departmental operations management, human resources management, financial management (overseeing all financial budgets and cost containment), student programming and academic experience management, academic administration, outreach and public communications, lab operations administration, as well as space and facilities management including leading special infrastructure projects.

In collaboration with the Chair, the Manager will develop the department’s strategic direction in all non-academic matters by developing short-term and long-term strategic plans and implementing well-defined department protocols, leading-edge business processes and systems to increase efficiency and operational effectiveness. In addition, the Manager will oversee the development and implementation of the annual and forecasted budgets and advise the Chair on a variety of complex financial matters as required to ensure accountability and compliance with the University of Toronto Guide to Financial Management.

The Manager will have a high level of autonomy and is responsible for exercising a high degree of judgment and initiative in resolving a broad spectrum of departmental and operations-related issues. The Manager is accountable for resolving operational issues as they arise, including anticipating and resolving potential financial and operational challenges that impact the department. This Manager is responsible for providing the Chair with functional advice and/or expertise on various complex issues related to the university policies, legislation, collective agreement, etc. The Manager will also act as a departmental representative for CMS on various committees to provide input and expertise as required.

The Manager will lead and build a team of administrative staff to support our departmental objectives. The Manager will have full managerial authority related to human resource management, including organizational design, assignment of work, and the hiring, performance management and professional development of staff. The Manager will liaise with Human Resources Services on matters related to collective agreements and policies governing unionized and non-unionized employees and will, in consultation with the Chair, work on long-range planning of staffing needs and potential organizational changes.

The Manager, Operations & Finance will effectively manage the day-to-day operations of CMS ensuring the attainment of strategic goals and priorities. The emphasis is on strategic thinking and management ensuring efficiency and effectiveness of CMS operations.

REQUIRED QUALIFICATIONS (Minimum):

EDUCATION:

  • University degree in Business, Accounting, or Finance, or equivalent combination of education and experience. Professional accounting designation (e.g. CPA, CMA or CA) preferred

EXPERIENCE:

  • Minimum of 5 years of related and progressive management experience with demonstrated experience in strategic planning, operational management and financial management including budget modeling and forecasting preferably within a post-secondary setting
  • Experience leading strategic planning initiatives and developing and implementing business plans and/or process to increase efficiency and optimization of resources (e.g. physical, human resources, financial, service delivery, etc.)
  • Strong financial management skills and proficiency with generally accepted accounting practices and principles with the proven ability to oversee and effectively manage short-term and long-term financial plans, priorities and objectives
  • Experience managing, leading and coaching staff within a unionized setting
  • Knowledge of human resources policies and procedures and collective agreement interpretation
  • Experience working with and interpreting policies and procedures pertaining to budget, finance, and academic administration
  • Demonstrated experience in liaising with senior administrators, responding to and handling matters of a complex and sensitive nature

SKILLS:

  • Strong business and finance acumen with the ability to research and analyze data to effectively identify trends and opportunities and mitigate risks

  • A high degree of initiative and self-motivation with the ability to adapt and respond to changes and fluctuating demands
  • Ability to work effectively with a fast-paced, high-volume environment
  • Proficiency with MS Office Suites (Word, Excel, PowerPoint), Human Resource Information Systems (HRIS) and Financial Information Systems (FIS)
  • Excellent interpersonal, communication (oral and written), public relations, negotiation and diplomacy skills
