Main Purpose & Function
The Senior Traffic Management Engineer (TME) is responsible for managing the City’s traffic signal system, overseeing arterial traffic operations, managing the day to day operations and long term planning of the City’s traffic control centre, developing and implementing traffic signal policies. The TME oversees a number of highly technical positions including a Traffic Signal Design Engineer (TSDE) and is responsible for the signing and sealing of drawings and designs according to the City’s Organizational Quality Management Plan for traffic signals, traffic control devices and signage. This position is also responsible for overseeing the management of the budgets for signal related annual capital programs.

Specific Duties & Responsibilities

  • Plans, develops, manages and maintains the City’s traffic signal infrastructure rehabilitation and modification program. Asset value estimated at $300M with an annual capital investment of approximately $5M
  • Provides oversight and project management on all internally designed traffic signal plans and traffic signal timing records and acts as the Engineer of record as required
  • Provides oversight on the management of the annual capital programs for new signals and rehabilitation of existing signals including developing and refining the asset management strategy
  • Develops strategy for traffic signal communication system upgrades including working closely with Technology Services and Operations for fibre optic network expansion
  • Supervises and reviews the work of Junior staff and consultants
  • Works closely with Operations staff and external partners agencies on scheduling, construction, and cost-sharing of signal installations and modifications
  • Provides oversight on the application of traffic control devices in the City including temporary traffic management plans for events and work on roadways.
  • Provides oversight on the development of the majority of sign plans for the transportation division and act as the Engineer of record as required
  • Supervises and/or reviews analysis of intersection or network capacity with software such as Synchro Review traffic analysis, traffic signal timing records, sign plans developed by consultants
  • Provides oversight on the management of arterial street operations and regulation
  • Provides guidance on complex requests from the public
  • Acts as engineer of record for traffic control regulation changes
  • Provides oversight of the management of the traffic signal management system and associated contracts
  • Works with and manages professional service providers including but not limited to the Signal System developer, consultants, and operations staff to review on-going operation, maintenance, and long term strategy for the City’s centralized traffic signal management system
  • Manages the Traffic Camera System and associated contracts
  • Develops strategies in consultation with the Office of Emergency Management to improve the resiliency and flexibility of the system
  • Provides guidance to staff between the transportation divisions design review team
  • Provides oversight on development of design standards
  • Supervises highly technical design staff undertaking design, asset assessment including work planning, performance planning and review, attendance management and hiring as required
  • Provides technical expertise in the research and review of new products and methods of traffic signal design
  • Prepares technical studies, reports (memos, Council reports, etc.), cost estimates and presentations on complex design issues as required
  • Leads discussions with Operations Superintendents in the development of priorities and strategies to deliver the annual traffic signal capital programs
  • Communicate directly with the public and resolve cases developed by the City’s 3-1-1 call centre
  • Responsible for developing and reporting on section metrics, administering project accounts and identifying financial risks
  • Participates in weekly branch coordination and planning meetings
  • Other duties/responsibilities as assigned

Qualifications

Education and Experience:

  • University Bachelor’s degree in Civil Engineering
  • Registered as a Professional Engineer with EGBC
  • Minimum of 5 years of proven experience in traffic management, and traffic signal design and operations
  • Considerable proven experience in project or program management and transportation engineering
  • Demonstrated knowledge in the practices, legislation and design theories and best practice relating to the installation of traffic signals and related infrastructure

Knowledge, Skills and Abilities:

  • Proven knowledge of processes and procedures relating to the planning and design and implementation of the City’s traffic signal network
  • Sound knowledge of current transportation engineering design principles and methods
  • Ability to read and interpret complex engineering plans and specifications
  • Strong knowledge and experience using Synchro or other signal operational assessment software as well as AutoCAD, Word, Excel and Power Point
  • Supervisory skills in motivating, assigning and coaching employees, prioritizing projects and working under tight timelines
  • Considerable knowledge and background using design guidelines such as the Manual of Uniform Traffic Control Devices, TAC Geometric Design Guide for Canadian Roads, MoTI’s Traffic Management Manual for work on roadways
  • Familiarity of the City’s procurement policies, SAP, budget development and tracking and contract management
  • Background knowledge of the BC Motor Vehicle Act and relevant City By-laws such as the Street and Traffic By-law
  • Ability to build and maintain effective relationships with co-workers, stakeholders and external transportation partners
  • Strong written/verbal communication skills and ability to speak and make presentations to City Council, stakeholders and the public
  • Ability to prepare technical presentations and reports on complex design issues.
  • Demonstrated skill in establishing and maintaining good working relationships with internal and external stakeholder groups/partners
  • Sound knowledge of the City’s transportation networks for all travel modes
