The Coordinator, Construction Services, manages and administers low-complexity construction, professional services and service contracts to ensure compliance with contract requirements. The incumbent may provide support under the functional direction of a contract coordinator on higher complexity contracts. The incumbent engages in daily discussions and negotiations with contractors and the Client-Partners about quality of work, interpretation of contract documents, scope changes, progress claim reviews and other issues. The incumbent addresses contract management risks within delegated authority and complies with service line requirements.

KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:
Primary

• Manage and administer contracts to ensure compliance with contractual requirements
• Coordinate and solve day-to-day contractual problems
• Monitor and control schedules
• Liaise with Client-Partner representatives (e.g. on contract-related problems and risks)
• Maintain site activity records (e.g. photos, activity reports), as required
• Assess, negotiate and issue contract change orders
• Develop and maintain effective relationships within DCC, and with industry, theClient-Partners and/or stakeholders
• Ensure quality standards are met, in line with corporate and Client-Partner expectations

Other

• Ensure health and safety, industrial security and environmental compliance
• Carry out financial control for contracts
• Coordinate consultant construction review and third-party testing
• Manage contract risk
• Other duties as assigned

SKILLS
General and Specific Knowledge

• Best practices, methods, trends and legislation in constructionConstruction products and materials
• Project, contract and risk management principles
• Health and safety management

Formal Education and/or Certification(s) and Experience

• Minimum: college diploma in engineering, applied science or related field with approximately two years’ relevant experience, or the equivalent

Abilities

• Use applicable computer software and operating systems
• Interpret drawings and specifications
• Apply project, contract and risk management techniques to construction and consultant contracts

DEVELOPMENT AND LEADERSHIP

• Provide functional advice and guidance to employees and to Client-Partners

WORKING CONDITIONS

• Typical construction site environment; incumbent is required to wear basic safety equipment
• Some work may be in a typical office environment with occasional travel

17 Wing Winnipeg is located at the Canadian Forces Base (CFB) Winnipeg. 17 Wing Winnipeg generates, delivers, and sustains air missions in support of the Royal Canadian Air Force (RCAF) mandate, and provides support to Lodger Units and the Canadian Armed Forces (CAF). It provides aircrew training, specialized education, and aircrew environmental skills training. As a support base, 17 Wing Winnipeg provides administrative, operational, and logistical support to more than 113 units at 35 sites and 10 armouries across an extended geographical area. It also supports NORAD fighter operations as a Deployed Operations Base for the CF-18 Hornets as required. 17 Wing Winnipeg proudly supports both 1 and 2 Canadian Air Divisions as lodger units.
