Scope
Reporting to the Deputy Chief Constable, Support Service Bureau, the Manager Human Resources leads a talented team in the delivery of people focussed services to other Bureaus and to a broad range of stakeholders, in coordination with the HR Services provided to sworn members.
Responsible for defining, developing, and implementing strategic human resources initiatives, including the development and implementation of comprehensive policies and procedures, change management initiatives and resource planning and civilian recruiting. Specific responsibilities may include ensuring effective OHS, employee relations, recruitment (civilian), labour relations, training and development programs (civilian), and HR services (compensation, benefits administration, pension, etc.). Some HR services may also be provided to sworn members. Participates in collective bargaining for SPS at the direction of the Chief Constable. Acts as a resource to the SPS Executive Team on HR Matters. Assists and advises on HR issues and trends and researches, coordinates, and implements projects as assigned. Collaborates with other managers, Inspectors, employees, and unions to develop and implement human resources policies, systems, and procedures in line with strategic organizational goals and objectives.
This role provides a unique opportunity and challenge to the successful candidate to support the building of the SPS in service to the residents of Surrey.
Responsibilities
Human Resources & Employee Relations for Civilian Staff – Participates in the development of organizational objectives and strategic planning in relation to programs and trends in HR. Develops and implements HR policies and programs for SPS. Ensures continuous and effective employee communication to encourage and promote a respectful and engaged workplace. Provides advice, coaching and counseling to managers, supervisors, and employees to resolve work related disputes. Reviews and sustains the compensation system (pay and benefits) both civilian exempt and unionized for SPS.
Recruitment & Selection for Civilian Staff – Designs, implements, and sustains a strategic, competency-based recruitment, selection, and retention model for the staffing of civilian positions in keeping with current human rights and employment standards legislation.
Labour Relations – Provides advice and guidance to the Executive Team, managers, Inspectors, and supervisors regarding the interpretation and administration of SPS’s collective agreements. Mentors, coaches, advises, and directs civilian and police managers and supervisors on a broad range of HR matters. Promotes constructive union-management relations through respectful communication and interest-based problem solving.
Occupational Health and Safety – Supports safe work practices at the SPS in alignment with its OHS Policy through the administration and implementation of occupational health and safety (OHS) policies, programs, and procedures. Works with a diverse group of stakeholders to achieve OHS success by supporting a workplace where every employee returns home safely at the end of the work day.
Training & Organizational Development – Monitors, evaluates, researches, and recommends training and career development and education programs for civilian employees. Coordinates and/or delivers HR workshops and information sessions for all staff.
HR Analytics – Provides strategic direction on leveraging the HRIS system (PeopleSoft) to meet SPS’s human capital needs. Ensures the design, development, and on-going administration and maintenance of HR systems and interfaced modules.
Manages the staff in the HR section including recruitment, development of staff (i.e., coaching, mentoring, training), discipline, and organizing and delegating work to meet SPS and employee needs. Works within the shared services model with the City of Surrey HR Director/HR managers.
Qualifications
- Bachelor’s degree from a recognized post-secondary institution in human resources, psychology, leadership, or a related field. A current and valid CPHR certification is preferred.
- Ten years of progressive experience in a diverse range of HR responsibilities (e.g. collective bargaining, communications, OHS, training and development, compensation, and recruitment), including people leadership experience. Experience in the public safety field is an asset.
- Experience working with senior leaders on complex HR initiatives and strategies.
- Extensive and complex experience with developing/delivering HR structures interfacing with diverse stakeholders.
- Ability to deliver results, demonstrate resourcefulness, provide innovative thinking, and build strong organizational relationships.
