As a member of our Infrastructure group, you will provide insight and innovative construction solutions to ensure the successful execution of various infrastructure projects, such as: roadways, highways and interchanges; bridges and overpasses; water and wastewater treatment facilities; transmission lines; general/public transportation including airports, seaports and light rail transit lines (LRTs); and conventional and alternative power generation like wind farms and district energy facilities. You will also further hone your skills operating under various delivery methods including Design-Build, P3 (Public-Private Partnership), Construction Management and IPD (Integrated Project Delivery).
About The Role
Reporting to the Director Quality or VP HSEQ, the Quality Manager is accountable for providing planning, leadership, coordination, and management for the Graham Quality Management System (QMS) implementation at the Business Unit level. The incumbent is accountable for managing all aspects of the Quality processes and programs within an assigned Business Unit of Graham, and ensures timely completion and meeting of expectations for all Quality-related projects and elements, while maintaining long-term stakeholder relationships and managing and mentoring junior Quality Managers and other team personnel. Key functions include involvement in regulatory QMS audits, review and update of the QMS, development and implementation of new Quality Process documents, management of KPIs, and lessons learned and best practices. The incumbent maintains a relentless focus on quality and continuous improvement with the vision of meeting and exceeding customer needs and expectations, and is highly proficient with the technical, leadership, and communication skills required to manage a complex QMS with autonomy.
Essential Functions
Execution
- Ensure that the Quality processes are in place and refined to provide final closeout of projects.
- Maintain relationships and communication tools as needed with suppliers and other key project personnel to verify that the quality of the supplied materials / services can be reasonably assured.
- Develop and communicate the performance standards and metrics by which the quality will be measured.
Planning and Process
- Assist with the oversight of development and implementation of an organizational and responsibility matrix for the Quality team.
- Initiate and assist with the development of new Quality protocols and process.
- Establish and implement KPIs (Key Performance Indicators) for monitoring the Quality system implementation and effectiveness.
- Maintain accountability for communicating, leading, and lagging KPIs to the organization.
- Develop regular status reports for company executives and project steering committees, detailing status of QMS and recommending actions to be taken.
Financial Accountabilities
- Provide contributory support and input to the operations and corporate Quality budget.
Client Focus
- Establish and maintain relationships with Quality AOEs in public and private sector clients, construction joint-venture partners, and key specialist subcontractors, as well as other stakeholders such as design teams, suppliers, and user groups that reflect and support Graham core values.
- Act in a manner of integrity that shows support for the company, its values, and the employees, while maintaining constant focus on meeting or exceeding customer requirements and expectations.
- Execute written correspondence to external parties (clients, partners, government agencies, etc.) on behalf of the company.
- Present information / reports to senior business unit leaders.

Education, Experience and Knowledge
- Minimum High School Diploma; trade experience, certification / diploma, or degree in Construction Management, Engineering, Business, or a related field is preferred.
- Minimum of 10 years of experience. Depending upon the project size, scope, and complexity the years of experience may vary and may require an ability to assist with more than one project at a time.
- Completion of 1 to 4 larger-scale projects as a Quality Manager and / or experience managing a large organization’s QMS.
- Shall be certified as a quality professional from a certifying body, as a minimum successful completion of an ISO 9001 Lead Auditor Course.
- Must have demonstrated experience with the causes, high risk conditions such as track buckling and stress conditions in rail.
- Must be familiar in identifying CAD weld defects
- Strong technical proficiency in Quality-related areas, ASME, CWB, related legislation, auditing, and data analysis.
- Experience and acumen required to anticipate client requirements, work proactively regarding risk and claim management, and work with full autonomy.
- Superior presentation skills and verbal / written communication skills.
- Proven relationship-building and business development skills.
- Superior leadership skills with ability and willingness to face challenges, solve problems, and motivate others, while maintaining effective relationships with customers.
- Proficiency using a computer and communication tools such as email, internet, and Microsoft products.
Working Conditions
- The work is completed at site.
- The incumbent may need to relocate to other geographic office / site work locations, if necessary.
