As the Executive Director, Public Health at Vancouver Coastal Health you will:

  • Be accountable for the overall operational management of designated public health programs/services within Vancouver Coastal Health (VCH).
  • With direct oversight of a multi-disciplinary team of public health staff across the region, establish the operational framework and infrastructure needed to support program/service delivery and plans, and allocates and manages all physical, human, and financial resources.
  • A key focus of the role is to ensure that the strategic objectives and operational plans are carried out to provide efficient and effective delivery of public health services within a population -focused, client centred environment, working with key partners in primary and community care, acute care, local government, School Boards and other key external partners.
  • As a leader within the Office of the Chief Medical Health Officer, the Executive Director provides leadership and direction to public health directors and managers for operations management, planning, implementation and evaluation of services and activities with an emphasis on delivery of public health services across diverse ages and populations and in keeping with the vision of reducing health inequities in the populations served.
  • Additionally, the Executive Director leads or participates in regional/provincial working groups/committees to identify opportunities and to influence the long term directions, priorities and strategic options affecting his/her portfolio.

QUALIFICATIONS:

Education & Experience

  • Master’s degree in an appropriate public health related discipline, with more than ten (10) years’ recent, related public health experience in a progressively more senior management/leadership role, including direct supervisory experience.
  • Public health and population health knowledge and experience are essential.
  • Current registration with relevant professional College/Association, if applicable.
  • Demonstrated commitment to on-going learning and professional development.

  • Demonstrates an ability to lead and embed a population health lens into decisions impacting service delivery.
  • Fosters collaboration and effective working relationships with stakeholders that promote cooperative goals and contribute to an atmosphere of trust and mutual respect.
  • Excellent communication skills to function within a complex interdisciplinary environment including ability to community with physicians, government and external organization leaders and the public
  • Inspires a shared vision and aligns performance goals and objectives for team and individuals to ensure match with strategy while maintaining group cohesiveness, motivation, commitment and effectiveness.
  • Applies superior conflict management skills and expertise to persuade and negotiate effective resolution of issues/disputes.
  • Anticipates future changes in service delivery and develops transition strategies that optimize resource utilization and ultimately improve efficiency and quality of public health services.
  • Uses sound business acumen to manage the fiscal resources of assigned programs/services in a manner that is financially responsible and consistent with the overall goals of the organization.
  • Physical ability to perform the duties of the position.
  • Basic computer literacy with word processing, spreadsheet and/or database programs and ability to utilize a computerized client care information system.
