Associate Buyer
(Permanent Position)
Overall Responsibility:
- With support from the Buyer, apply the Purchase Order Fulfillment (P.O.F.) process to procure goods and services for assigned commodities and manage commodity costs through appropriate analysis, negotiations and price management in order to meet service level expectations of the P.O.F process stakeholders.
- Implement purchasing procedures by processing requisitions through to orders and approving invoices for payment.
- Work with others on cost reduction efforts, set inventory levels, and expedite goods and services required for the company.
Accountabilities:
- Prepare, issue, analyze and evaluate request for bid documents, often in colaboration with requesters and Buyers. Manage all price changes and adjustments in the price and quote system following the process.
- Process all requisitions to completion, ensuring all neccessary approvals are in place, prior to award.
- Create & maintain purchase orders, including blanket orders, for areas of responsibility. Take appropriate action for one-time or non-routine purchase requests, following sourcing strategies.
- Conduct negotiations with suppliers on pricing, discounts, terms, working to achieve the lowest total cost for the company prior to order award.
- Review invoices to ensure they are correct and seek other approvals as required for payment. Re-calculate suppliers invoices and make decisions related to short payments/holdbacks. Work with stakeholders to achieve timely resolution of invoicing issues. Work with the Buyer to analyse and implement business process improvements if the same invoicing issues reoccur.
- Ensure an efficient and conflict free interface between the plant and suppliers by proactively managing purchase orders and resolving problems in delivery, scope changes, price issues, and quality concerns. This includes reviewing and actioning any reports proactively. Inform stakeholders about order status,and respond to emergency purchase requests needed for equipment breakdown/shutdown requirements.
- Provide coverage for other Associate Buyers and to some extent for the Buyer.
- Identify opportunities for cost improvement as well as reduction of transactional work, (including blanket lists, auto release, invoiceless, web/portal processing) and act within the Associate Buyer’s scope of authority to work with stakeholders to implement. Evaluate, with the Buyer where appropriate, effective contract management, engaging the supplier and customer for optimal effective and efficient processing.
- Initiate discussions with other depts. including Manufacturing, EMT, Financial, Tax, Customs etc., related to realizing cost reduction, processing purchases and resolving problems.
- Collaborate with and influence requestors to establish the optimal inventory level for parts and material and consider opportunities for inventory reduction in order to minimize total costs. Responsible, as the first line Purchasing reviewers, to appropriately influence both the plant requestors regarding request quantity, alternative parts, alternative suppliers, etc., seeking TCO reduction.
- Review and maintain the contract database to pro-actively deal with contract expirations and initiate action as required.
Knowledge and Skills:
- Advanced knowledge of Purchasing Systems are required.
- Working knowledge of the procurement processes is required.
- Working knowledge of the assigned commodity market and supply base is required.
- General knowledge of manufacturing processes in relation to assigned commodities is required.
- Basic knowledge of applicable laws, standards and procedures with respect to assigned commodities is required
- Strong time management and organizational skills are required.
- Good mathematical, analytical and problem solving skills are required.
- Strong negotiation skills are required.
- Good interpersonal and communication skills are required.
- Able to multi-task and deal efficiently with peak workloads.
- Skilled with computers using standard and corporate software.
Education & Experience:
- 2-year College Diploma in business/commerce and 4-7 years of job related experience is required.
- A technical background related to the commodities purchased is an asset
Work Environment:
- Office environment.
- This position is currently eligible for remote work due to the COVID-19 pandemic. In the future, this position may be eligible to work remote on an ad hoc or part time basis.
Hours of Work:
- Days, Monday to Friday with extended hours as required due to periods of peak workloads.
