Job description: Position: The District of Tofino is seeking a qualified individual to fill the 10-month seasonal position of Bylaw Enforcement Officer in the Protective Services Department. Reporting to the Manager of Protective Services, the Bylaw Enforcement Officer is responsible for the inspectional, regulatory, and investigational work involving the enforcement and administration of District bylaws. Work involves providing information and assistance to the public, carrying out patrols and investigations, gathering evidence, conducting inspections, and preparing all documentation necessary for the effective enforcement of District regulatory bylaws.

Hours of Work and Salary:
The first seasonal term will begin on June 25th, 2021 and end on November 30th, 2021. Each seasonal term thereafter will begin on February 1st and end on November 30th of each year. This seasonal position involves 8-hour shifts, 40 hours per week between 6:00 am to 1:00 am, Monday to Sunday. Based on operational needs, Bylaw Enforcement Officers must be available to work a variety of shifts including days, evenings, and weekends. The hourly rate for this position is $32.00 per hour and offers a competitive benefit package. This position is subject to a 60 working day probation period during which time the wage will be $28.80 and is subject to the terms and conditions of the Collective Agreement between CUPE Local 118 and the District of Tofino.

TITLE: Bylaw Enforcement Officer
DEPARTMENT: Protective Services

JOB SUMMARY
Reporting to the Manager of Protective Services, the Bylaw Enforcement Officer is responsible for the enforcement of District regulatory bylaws, approving and issuing licenses and permits, and liaising with various government agencies. Work involves providing information and assistance to the public, carrying out patrols and investigations, gathering evidence, conducting inspections, and preparing all documentation necessary for the effective enforcement of District regulatory bylaws. The Bylaw Enforcement Officer also carries out routine office duties to maintain departmental files and records.

KEY DUTIES AND RESPONSIBILITIES
Bylaw Enforcement:

  • Responds to public inquiries and investigates complaints of possible bylaw violations; gathers evidence and follows up on received complaints; carries out patrols; educates and issues warnings, violation tickets and notifications when appropriate; prepares reports and makes recommendations respecting possible courses of action.
  • Maintains documentation (written and photographic) and files on each activity ensuring that all paperwork necessary for effective bylaw enforcement is completed within stipulated timelines; drafts correspondence to public and other agencies; attends examinations of discovery and court hearings as required.
  • Responds to technical and general public inquiries regarding interpretation of District regulatory bylaws and any applicable policies, procedures and guidelines.
  • Provides technical advice and enforcement support to various District departments on a range of regulatory bylaws including zoning, noise, unsightly premises, public property use and sign control.
  • Liaises with various government agencies ensuring affected parties are aware of issues falling within their jurisdiction; serves as staff liaison to the RCMP.
  • Conducts research and prepares staff reports on enforcement related matters; assists in the development of bylaw related policies and procedures; makes recommendations regarding the development and amendment of regulatory bylaws; assists with the development of the annual departmental budget.
  • Mentors and provides advice and guidance to summer bylaw enforcement staff.

Licensing, Permits and Information Management:

  • Processes applications for business licenses and other permits, as required; conducts field/site inspections; approves and issues licenses, permits and other documents.
  • Assists in the maintenance of departmental files and records including preparation of statistical reports, as required.
  • Deals with confidential and sensitive information for both in-camera and private meetings in accordance with District policies, procedures and best practice standards.

Other Duties

  • Provides for the basic maintenance and cleanliness of work vehicle.
  • Performs other related duties and tasks as assigned.

JOB QUALIFICATIONS:
Education & Professional Experience

  • Secondary school graduation supplemented by Justice Institute Bylaw Enforcement courses, a relevant post-secondary diploma, courses related to justice, criminology, evidence gathering or investigation skills.
  • Direct experience in bylaw enforcement, inspections, field investigations, conflict resolution, security or other related areas is preferred.
  • Equivalent combination of education and experience.

Specific Skills

  • Ability to work with minimal direction and self-initiate work within a policy framework using sound judgment.
  • Good written and verbal communication skills with the ability to explain bylaws and policies to the public.
  • Interpersonal and conflict resolution skills to deal tactfully and firmly with the public in high stress or volatile situations while exercising impartial and sound judgment.
  • Physically fit and able to perform physical tasks associated with patrols, including working outside in all types of weather with varied hours.
