Position Overview
The Clinical Operations Lead will work within the PPH portfolio of WRHA, supporting the delivery of health and social services within the centralized community environments. The Clinical Operations Lead will work at strategizing and operationalizing regional clinical program initiatives supporting clinical operations within the centralized and community programs. Community area engagement across multiple sectors and with the residents of the community area(s) has been adopted as a foundational approach to ensure effective, efficient, and responsive service delivery. The Clinical Operations Lead will help establish and maintain strong working partnerships with their counterparts in other Winnipeg Community Areas, Centralized Programs, WRHA programs and all relevant community & provincial partners.
Purpose:
- To advance the delivery of Clinical care and services in PPH through innovation, research, public engagement and collaboration among our partners and service providers.
- To coordinate, support and ensure consistency in the delivery of high-quality PPH services in a dignified, respectful, and equitable manner to those requiring the service across community sites.
- To support Centralized/Public Health and Community areas in the delivery, monitoring and evaluating of safe, high quality, efficient, and effective PPH services.
MAIN FUNCTION:
Reporting to the Director of PPH Program and in collaboration with the health services leaders across community and centralized program. The PPH Clinical Operations Leader will provide clinical and operational expertise and leadership in collaboration with leaders within the outlined areas. The PPH Clinical Operations Leader is responsible for working as a team player with colleagues and co-workers to achieve excellence in PPH services, within WRHA Nursing clinics, and staff support in clinical areas of operations.
Service area responsibilities include:
- collaborative planning and coordination with Public Health partners, community, and hospital partners regarding service delivery processes,
- support policy and practice development
- support planning, development, implementation, and evaluation
- support to the system re: access and flow initiatives, including monitoring, reporting and support to facilitate timely access and response to service requests.
Human resource, fiscal and quality management are core components in managing the applicable service areas.
Experience
- 5 years’ experience working in Population/Public Health (PPH) clinical and community areas is required. Other clinical areas may be considered.
- 3 years managerial / leadership experience in a healthcare setting required.
- Demonstrated knowledge of Indigenous issues and cultures including extensive personal or professional experience working with Indigenous populations is required.
- Experience in program planning, development, evaluation and managing client care services required.
- Experience working in a complex environment that includes working with various departments and programs and administering the policies of multiple organizations in managing the programs’ services and staff with different employers.
- Demonstrated comprehensive leadership capabilities. The provincial health system in Manitoba has adopted the
framework.
Education (Degree/Diploma/Certificate)
- Bachelor’s degree in nursing or relevant health discipline required.
- Master’s degree in relevant area is preferred.
- Certified Health Executive Certificate preferred.
- A combination of equivalent education and experience may be considered.
Certification/Licensure/Registration
- Active member of an associated regulatory body as appropriate.
- Valid driver’s license and access to a vehicle.
- Abuse registry checks (Child and Adult).
- Criminal Records Check.
Qualifications and Skills
- Experience developing regional partnerships within and beyond the health services sector as well as liaising with other organizations at the community, local and provincial level.
- Leading integration and collaboration plans across the health sector and with external partners.
- Extensive experience in service delivery, clinical care and business operations.
- Excellent planning, organizational, problem-solving, clinical & analytical skills and interpersonal skills.
- Experience in establishing detailed annual operational plans; ability to lead and participate in both short- and long-term planning.
- Ability to work with all levels of staff, management, and professionals in diverse groups and across sectors.
- Management style and experience that demonstrates support for the integration of services is required.
- Ability to work collaboratively with leaders in other health care and social service organizations and programs.
- Understanding of key trends in service delivery.
- Displays creative and integrative thinking and problem-solving skills in complex environments.
- Demonstrated success in managing change through decision making, problem-solving, consensus building and dialogue.
- Excellent oral communication skills required for presentations, group facilitation and sustaining productive meetings.
- Excellent written communication skills.
- Demonstrates knowledge and support of:
- Vision, values, goals, and objectives of the WRHA;
- Applicable Standards and Legislation.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment.
