JOB DESCRIPTION Duties:

The Construction Practice Manager will lead the continual improvement and implementation within Capital Construction of a ‘best in class’ construction and contract management (CCM) practice by working collaboratively with leaders across BC Hydro to meet business objectives, corporate standards and policies and using change management strategies for the effective communication of these changes. The CCM Practice documents the array of services that BC Hydro apply to construction projects, programs, and portfolios, through the planning, design, construction and post construction phases, to achieve project objectives with regard to safety, security, the environment, project scope, quality, schedule, and cost. This CCM Practice applies to all Capital work within the lines of business (ie Generation, Transmission and Distribution) managed by the Capital Infrastructure Project Delivery Business unit.

Key responsibilities include: * Responsible for developing new and revising existing CCM business practices and written procedures. * Responsible for planning, short and intermediate CCM best practice implementation activities, consistent with the Capital Construction and business operations objectives, including defining deliverables, resource/cost estimates and work plans. * Proactively identify and develop lessons learned, understand implementation challenges and success factors and recommends changes to ensure continuous improvement and streamlining of the CCM Practice. * Develop and/or deliver training to Capital Construction and business partners throughout the province on how to use CCM practice guidance and template documents * Provides technical guidance and facilitates appropriate technical reviews and oversight * Assists in the development of business unit objectives, quality assurance standards, customer needs, and performance measurements. * Monitor and audit the application of the CCM practices within Project Delivery

  • Directs and supervises BC Hydro support staff and/or external consultants. * Establish and manage direct reports performance expectations and progress. * Develop staffing strategy and recruit, select and promote staff and/or procure consultant services * Provide leadership, coaching and mentoring to develop skills and knowledge within the Capital Construction team.

Qualifications:

  • University degree or technical diploma in business, engineering, law or related discipline. Extensive on-the-job experience & training, without a formal degree or diploma, will be considered. * Ten (10) years of progressively more complex experience in the construction industry including considerable experience performing project / construction / contract management for an electric utility, engineering firm, construction contractor or similar environment. * Demonstrated knowledge in construction methods and procedures in a utility environment. * Demonstrated organization, analytical skills, project planning, facilitation and people management skills, * Demonstrated knowledge and results in developing and implementing new processes and procedures across an organization. * Clear and concise written documentation, strong oral presentation skills and experience driving for results in a collaborative environment * Knowledge of BC Hydro systems, policies and procedures, Collective Agreements, contracting principles, health & safety and environmental regulations relevant to utility contracts skills are desirable.

ADDITIONAL INFORMATION * Position is based out of Burnaby BC, but will require some travel throughout the province. * This is a Temporary position with an anticipated duration of 24 months. * A condition of employment for this job is that you maintain a Driver’s License Class 5 in good standing. * This position will be advertised internally and externally concurrently.

Driver’s License Type = Class 5 Please be advised that this role has been assessed as safety sensitive and pre-qualification alcohol and drug testing will be required as a pre-condition to employment.
