Job Description Mission: Implement the assigned parts of the project within his/her unit/department, in keeping with established procedures, facilitating compliance with established deadlines and coordinating the necessary resources (human and material), so as to contribute to significantly improving the project. They are responsible for the drawing up or review of public works projects, industrial and building projects. The projects may be for external clients or for the company itself. In the phase of bid drafting, they draw up the Tender Projects, and in the execution phase they draw up Construction Projects.

Required Skills and Competencies

The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent, and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.

The Construction Quality Manager (CQM) is responsible for the effective management of the approved Construction Quality Management Plan. This encompasses overseeing both in-house (contractor) and third-party (subcontractor) quality personnel, as well as providing independent inspection and verification of construction contractor(s) quality control processes and documenting all construction activities. The CQM plays a vital role in ensuring that construction projects are executed efficiently and effectively in full compliance with the project design requirements while also identifying opportunities for improvements.

Responsibilities

The Construction Quality Manager’s role is instrumental in maintaining the highest level of quality in construction projects. This involves not only ensuring compliance with standards but also actively seeking opportunities for process improvement to enhance project efficiency and effectiveness. Additionally, the CQM plays a vital role in identifying and addressing issues that could affect the project’s overall success.

  • Execution of Construction Quality Management Plan: Implement and oversee the approved Construction Quality Management Plan.
  • Review of Procedures: Review Project Specific Procedures, Method Statements, Inspection and Test Procedures, Plans, checklists, and related documents to ensure compliance with quality standards.
  • Quality Records: Submit quality records to the Engineer of Record (EoR) and/or the client as required.
  • Approval of Sub-Contractor Plans: Approve Sub-Contractor Project Quality Plans to ensure alignment with project quality requirements.
  • Work Method Statements and ITP Approval: Review and approve construction Work Method Statements and Inspection and Test Plans (ITPs) to verify that they meet quality standards.
  • Non-Conformance Investigations: Work closely with project field leads and inspectors to analyze nonconformities or quality issues and identify the root causes. This analysis is essential for implementing corrective and preventive actions.
  • Job Setup and Management: Understand and apply best practices for job setup and management to ensure quality standards are met.
  • Supervision: Oversee the Quality Control functions and activities of the project or specific parts of it, including inspection schedules and the collection of Quality Records.
  • Compliance Monitoring: Monitor and report on the project team’s compliance with the Construction Quality Management Plan, nominated specifications, and field quality control procedures.
  • Client Interaction: Support the Construction and Quality Directors in dealing with the client on all matters related to quality.
  • Quality Plan Assessment: Collaborate with the Quality Director towards review of the Quality Plan and Quality Control Plans on the construction site.
  • Personnel Allocation: Assign Quality Control personnel to different areas of site activity based on project needs.
  • Inspections and Documentation: Supervise inspections, review reports, and oversee the documentation issued by inspectors. Collect and maintain the required Quality Records.
  • Qualification Evaluation: Evaluate the qualifications of welders and Non-Destructive Test (NDT) technicians involved in project activities.
  • Inspection Personnel Qualification: Assess the qualifications of quality leads and inspection personnel to ensure they can perform their assigned tasks.
  • Subcontractor Management: Support construction roles in the management and control of subcontractors, ensuring their work aligns with project quality requirements.
  • Audit Support: Support and actively participate in both internal and external audits to assess and verify the project’s compliance with quality standards and regulations.
  • Tracking Systems Coordination: Coordinate the relevant tracking systems to ensure the accurate identification of materials and inspection points, which is critical for maintaining quality control.
  • Equipment Calibration Management: Oversee the proper management of equipment calibration activities to ensure that measurement and testing equipment is accurate and reliable.
  • Welding & NDT Qualification Support: Assist in the qualification activities for welders and Non-Destructive Test (NDT) technicians, ensuring that they are appropriately certified for their respective tasks.
  • Welding Procedure Review: Review of Welding Procedures (WPs), which are essential for ensuring the quality and integrity of welded joints in the construction project.

Experience/Qualifications:

  • Education: A bachelor’s degree in civil engineering is typically required. Alternatively, an acceptable combination of education and relevant experience may be considered.
  • Direct Experience: Direct experience in civil construction, particularly in areas such as tunnelling and deep excavation, is essential. Having Canadian experience in these areas is an asset.
  • Quality Management Experience: A minimum of 10-15 years of experience as a Quality Manager in the civil construction sector, with specific expertise in areas like transportation, subway, and LRT (Light Rail Transit) projects.
  • Organizational Skills: Demonstrated high-level organizational skills, including proficiency in construction inspection and record-keeping. The ability to manage and document construction activities is crucial.
  • Willingness to Travel: The ability and willingness to undertake frequent travel to remote construction sites or project locations as required.
  • Construction Technology Knowledge: Proficiency in identifying local construction technologies and sources for construction materials.
  • Standards Knowledge: Familiarity with relevant standards, including CSA (Canadian Standards Association) and international standards like ASI (American National Standards Institute), BSI (British Standards Institution), and ASTM (American Society for Testing and Materials).
  • Attention to Detail: A keen eye for detail and a strong focus on achieving quality and precision in construction work.
