Job description: We are looking for an enthusiastic and motivated construction professional to join our Halifax-based DCC team. As the successful candidate, you will lead the delivery of a major capital modified-design-build (MDB) contract to house the new Canadian Surface Combatant (CSC) Land-Based Testing Facility (LBTF) that is designed to bring the new CSC ships into service and support them throughout their lifecycle. In addition, the incumbent may also participate in the delivery of other contracts in support of Canadian Surface Combatant (CSC) Program and/or other infrastructure requirements at CFB Halifax.

Exciting projects you will be a part of…

  • Land-Based Testing Facility (LBTF): The Government of Canada is procuring 15 new Canadian Surface Combatant (CSC) ships for the Royal Canadian Navy (RCN). The new CSC ships will be built, tested and trialed in Halifax, Nova Scotia and will upgrade and replace the capabilities of the current Halifax-class frigates and retired Iroquois-class destroyers. The new LBTF will be constructed on DND owned land at Hartlen Point in Eastern Passage and will test and integrate the ships’ capability systems before being installed on the actual vessels. The LBTF is critical to ensuring the new ships are ready to support members of the Canadian Armed Forces as they protect the sovereignty and security of Canadian waters and contribute to international operations on behalf of all Canadians. Defence Construction Canada will be supporting the delivery of the LBTF through a Modified Design-Build contract for the design and construction of this critical infrastructure

KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary

  • Manage and administer contracts to ensure work done under them complies with contractual requirements and quality specifications
  • Coordinate and solve day-to-day contractual problems
  • Monitor and control schedules
  • Liaise with Client-Partner representatives (e.g. on project-related problems and risks, negotiate and issue change orders)
  • Maintain site activity records (e.g. photos, activity reports)
  • Liaise with other service lines and site teams, as required
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage contract risk
  • May perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, and manage performance)

Other

  • Manage contract financials
  • Coordinate consultant construction review and third-party quality assurance testing
  • Ensure health and safety, industrial security and environmental compliance
  • Other duties as assigned
