Job description: Gannett Fleming is looking for a Deputy Manager, Pre-Construction Services with a strong background in multi-disciplinary coordination to provide support and oversight to various technical disciplines including property, traffic and transportation, utilities, permits/approvals, and environmental assessments on large transit expansion projects.

Duties and Key Responsibilities

  • Oversee Pre-Construction Services (PCS) disciplines including property, traffic, utilities, permitting, and environmental to maximize synergies and efficiencies where possible, as well as to resolve potential competing interests.
  • Oversee opportunities related to the interface of PCS disciplines to ensure project requirements are being met and engagement with relevant internal and third-party external stakeholders occurs in a timely manner.
  • Employ technical expertise and knowledge of stakeholder processes (and the political landscape) to identify possible solutions to technical challenges, taking into consideration the linkage between the work of various PCS disciplines.
  • Identify interface gaps in the project, find root causes, and propose opportunities for problem solving, as well as track the progress of problem resolution.
  • Maintain an Issues Log and track regular updates on ongoing issues.
  • Identify third party requirements and their potential impact to the project; assist the PCS Manager with developing a strategy for how such requirements will be managed.
  • Contribute to third party stakeholder engagement efforts by providing technical input to stakeholder management strategies and developing presentation materials.
  • Think strategically and conceptually, analyze data, consider relevant issues, develop potential solutions and make recommendations.
  • Maintain relationships with external stakeholders to facilitate execution of the project.
  • Develop and implement strategies that enable the effective coordination with municipal, utility, and other third-party stakeholders to secure approvals / agreements critical to the progress of the project.

Minimum Qualifications

  • Minimum five (5) years of experience in progressively more responsible roles within an engineering, planning, and/or construction environment.
  • Working knowledge/experience in at least two or more functional areas: property requirements, traffic and transportation, utilities, permits, licenses and approvals, third party agreements; environmental assessments.
  • Completion of a degree in planning, engineering, applied science, or a related discipline – or a combination of education, training, and experience deemed equivalent.
  • Able to perform in a fast-paced environment.
  • Knowledge of legal documents including Project Agreements and Contracts would be beneficial.
  • Experience with transit construction infrastructure and/or Public Private Partnership Procurement projects.
  • Experience with stakeholder engagement, and preparation of presentation materials for same.
  • Knowledge of Ontario’s Planning Act, Building Code, Building Transit Faster Act, Transit Oriented Communities Act, Construction Liens Act, Environmental Assessment Act, and Professional Engineers Act.
  • Understands theories, principles and practices of civil and architectural design and construction.
  • Working knowledge of computer software such as Microsoft Office, Adobe Acrobat, Bluebeam.
