Purpose
The Director of Quality Assurance will be responsible for managing quality assurance activities for AML Operations globally & Canada’s Financial Intelligence Unit (FIU). This role will be relied upon for their ability to work proactively and strategically, translating vision into tactics for execution as well as an understanding of best industry practices to meet the needs of the program.
Accountabilities
- Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Design and create a robust yearly quality assurance plan encompassing all areas of AML Operations globally and Canada’s FIU, ensuring the plan encompasses the Bank’s risk appetite, AML Risk Appetite and applicable Control Frameworks.
- Responsible for implementing and maintaining the quality assurance program for all areas of AML Operations globally and Canada’s FIU.
- Be a change agent in the continuous improvement program to deliver and maintain a best in class quality assurance function; sharing best practice and lessons learned with the relevant investigation teams; identifying and assisting in the development of training, when needed. Consideration being given to the use of LEAN and Smart Automations, where applicable.
- Monitor overall results of AML quality assurance reviews and report to Management and Senior Management on trends, performance against plan and significant findings. Recommend policy/procedural and operational enhancements to ensure a sustainable, risk-based AML Program.
- Liaise with partners (e.g., Directors FIU, Directors AML Operations, etc.) to review findings from audits and regulators. Oversee development and implementation of remediation plans to address findings.
- Understand how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
- Builds a high-performance environment and implements a people strategy that attracts, retains, develops and motivates their team by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.
Education / Experience
- Bachelor’s Degree or College diploma in Accounting, Finance, Business or Technology based or Associate’s Degree Accounting, Finance or Business.
- Excellent communication and interpersonal skills to identify and effectively communicate (oral and written) opportunities for improvement. Experienced in bank operations and related regulatory requirements, especially in assigned area(s).
- 5-10 years’ Experience in Anti-Money Laundering operations or compliance within the following areas;
– Transaction Monitoring
– Customer Name Screening
– Sanction Screening
– Operations
- Experience and a sound understanding of Correspondent Banking, Corporate Banking, Commercial and Small business banking, Retail Banking, Global Banking, Global Transaction Banking products, Wealth Management and Private Banking activity and practices.
- Working knowledge of the Proceeds of Crime Act (PCA) and supporting regulations, Ministry of Finance requirements, the Wolfsberg Group principles and the United States Patriot Act.
- Solid knowledge of the Enterprise Wide Handbook and Know Your Customer policies and procedures.
- Proficiency with Scotiabank systems/platforms and common computer applications (Word, Excel, Lotus Notes, PowerPoint and internet search engines).
- Certified Anti-Money Laundering Specialist (CAMS or CAMS-audit) or Association of Certified Financial Crime Specialists (ACFCS) or local equivalent is an asset.
- Language skills in French and/or Spanish are also an asset.
