What you will do
The Communications Department provides sound communications analysis, advice and planning services in support of the Bank’s policy objectives. A substantial part of the department’s work is focused on supporting the monetary policy function of the Bank and the related public activities of the Bank’s Governing Council. The Media Relations team is responsible for providing integrated services of planning, advice, content development, and implementation and evaluation of media and public relations activities.

Under the supervision of the Senior Director, External Communications and Stakeholder Management, the Director, Media Relations is responsible for leading a team of communications professionals, liaising with the media, planning activities, and providing strategic communications advice and services to strengthen relations with the media and inform and engage the broader Canadian public in both official languages on behalf of all the Bank’s functions. This work is carried out in close co-operation with senior Bank officials, colleagues in other departments and other sections of the Communications Department, including those responsible for stakeholder relations and speechwriting.

As the Director, Media Relations, you:

  • lead a team of communications consultants
  • provide strategic and tactical communications advice and briefing materials to the Governor, the Senior Deputy Governor, Governing Council and senior management of the Bank
  • develop and maintain constructive ongoing relations with the media and counterparts in public and private sector organizations
  • develop and execute media strategies for major Bank priorities and key publications, including by organizing interview requests, press conferences and other media activities
  • lead the provision of on-the-ground communications support for Governing Council members for all public events, including speeches, parliamentary appearances, press conferences and international meetings
  • lead the response to media questions and act as a primary spokesperson for the Bank on high-profile, high risk media issues
  • lead the development and promotion of relatable and engaging content on social media and the website
  • deliver high-quality, useful communications training courses to Bank leadership and staff
  • play a lead role in developing and executing the Bank’s crisis communications plans and processes
  • collaborate with Bank specialists to develop communications strategies and products
  • initiate and evaluate new and improved communications approaches, tools and tactics to better respond to audiences needs and preferences
  • develop evidence-based approaches to communications planning, including monitoring and analyzing media coverage and social media listening

What you need to succeed

  • leadership experience in communications, including dealing with journalists on sensitive files and issues
  • knowledge of the public environment, including the media and the political system, and how they function
  • ability to lead and work collaboratively with a team, and to establish and maintain good relations with contacts at all levels inside and outside the Bank
  • strong digital communications skills, including preparing text and visual content for web and social media platforms
  • demonstrated ability to plan and manage activities in an environment requiring co-operation, coordination, and flexibility to meet objectives
  • proven ability to produce results under pressure quickly and reliably
  • ability to proactively assess and manage risk issues
  • ability to interpret and understand Bank documents such as the Monetary Policy Report and summarize key narratives in accessible language
  • availability for business travel with members of the Governing Council
  • availability to work overtime, when required

Nice-to-have
Good knowledge of:

  • the Bank’s functions, policies and communications objectives
  • the Canadian economy, monetary policy and financial system

Experience in:

  • strategic planning
  • in digital marketing approaches and tactics

Your education and experience

  • master’s degree in communications, journalism, political science, economics, or another related field
  • eight years of experience in corporate communications or public affairs
  • three years of experience in a leadership or managerial role with a proven ability to build high performance teams

  • an equivalent combination of education and experience may be considered

What you need to know

  • Language requirement: English and French essential (bilingual) with a minimum starting level of functional (level 4) in second official language. Training may be provided to help reach the required level of fully functional (level 5) in second official language.
  • Priority will be given to Canadian citizens and permanent residents
  • Security level required: Secret
  • You will work remotely from any location within Canada while the Bank operates under mandatory telework. Flexibility for remote work for the duration of the term may be granted.

  • Salaries are based on qualifications and experience and typically range from $108,100 to $135,000 (job grade 19)
  • Depending on performance, you may be eligible for performance pay for successfully meeting (7 to 10% of your base salary) or for exceeding expectations (15% of your base salary). Exceptional performers who far exceed expectations may be eligible for higher performance pay.
