Purpose

Responsible for providing primary technical guidance and support to the utility interconnection and high voltage design work on various renewable energy projects within the Business Development Construction group at Liberty.

Accountabilities

  • Provide engineering support for the ongoing development of utility interconnection schemes for renewable energy projects (wind and solar) currently underway. This work will involve the following types of tasks:
  • Direct interface with the interconnected utility in terms of design and technical standards,
  • Obtain, review, understand and assimilate various interconnection codes (distribution and transmission), standards, specifications, guidelines, regulations (NERC & FERC) and rules. These may be published by transmission or distribution companies or independent system operators (ISO’s)
  • Work with and supervise directly the work of retained electrical engineering consultants, regarding circuit design and study scope and results (grounding, protection, load-flow, fault levels, harmonics, etc.)
  • Attend meetings with utility representatives during development of interconnection schemes and studies
  • Provide over-sight of retained electrical engineering consultants for the production of relevant electrical designs for the following components of renewable energy projects:
  • Metering
  • Protection and control
  • SCADA and data management
  • Medium voltage distribution and collection circuits
  • Voltage transformation and protection schemes
  • Power factor correction and VAR support
  • Provide direct support to projects under construction, including the following:
  • Review of commissioning plans provided by equipment suppliers and consulting engineers,
  • Interface with the utilities regarding sequence of events, testing and test results,
  • Attendance on site for various tests and commissioning exercises
  • Expedite test results, commissioning results, as-built drawings, etc.
  • Specification of testing requirements for electrical equipment,
  • Lead trouble-shooting exercises and change orders
  • Direct interface with equipment suppliers for the following types of activities
  • Interpretation and application of specifications,
  • Review of bids for technical compliance
  • Request For Information management during bidding cycles
  • Shop inspections for technical compliance
  • Operation transition of completed facilities – provide leadership regarding electrical components (training, technical documentation and drawings)
  • Manage external contractors and consultants including the preparation of scope of work and request for proposal documents, evaluating proposals, executing commercial paperwork, and managing the work.

Education and Experience

  • University degree in electrical engineering or equivalent education/industry experience.
  • Minimum 5 years progressive experience in power and controls, preferably in the power generation industry.
  • Candidates with direct experience/working knowledge in the following areas are preferred:
  • high voltage substation equipment: 12 kV to 345 kV,
  • power generation: hydro, wind, solar
  • controls and automation: PLC’s, SCADA, instrumentation, governors, excitation control,
  • protection and control: protective relaying, device coordination, metering, and
  • electrical testing.
  • Preference will be given to candidates who hold or are eligible to obtain an Ontario Professional Engineering license or other Canadian province equivalent.
