Named one of the 2018 Top 10 Best Places to Work and Top Work Unit award recipient in 2020 for BC Public Service, the Receivables Management Office (RMO), of the Ministry of Finance develops and manages the overall strategy and business procedures in the collection of delinquent accounts for all tax and non-tax programs, and loan portfolios overseen by the Ministry.

The RMO is currently developing and implementing more effective policies, systems and business processes supporting the consolidation of debt portfolios, the consistent application of early intervention across collection portfolios, and the transfer of non-tax portfolios from other ministries to the Ministry of Finance. The Branch undertakes collection activities on behalf of all tax programs and non-tax client ministries to obtain payment of outstanding amounts owed to the Province.

The Ministry’s success in collecting outstanding debt reduces overdue receivables and provides funding for government programs. Key strategies include focusing resources on collection activities, continuing to improve revenue recovery and ensuring that industry best practices are followed.

The position leads and performs business development and transformation projects, and provides business analysis to enhance strategic financial, operational and performance reporting and operational decision making. The position is responsible for identifying and investigating opportunities for improvements in both business process and financial application areas. The Business Analyst works closely with the branch’s senior management team, ministry executive and HPAS to ensure that business requirements/processes are understood, best practices are employed, appropriate levels of scrutiny and subject matter expertise are brought to bear on the applicable aspects of the business relationship, and that communications, understanding and balance solutions are delivered.

Job Requirements:

In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below:

  • Post-secondary education in a related field (i.e. Commerce, Economics, Computing Science, PMP, Business Analysis), or 5 years’ experience in an analytical or research role or equivalent combination of education and experience may be considered.
  • Recent experience (within the last 5 years) with business intelligence tools, statistical reporting and information management systems.
  • Recent experience (within the last 5 years) process mapping, process re-engineering (including data and reporting analysis).

Preference may be given to applicants with:

  • Experience using accounts receivables systems
  • Experience with reporting and data analytics

Willingness statement:

Overtime may be required and vacation time may be restricted during peak periods of operation.
