Position Overview

Health Information Services provides leadership in the planning, development, implementation and maintenance of systems, standards, policies and processes for health information to meet the needs of patient & client service providers as well as the legal and administrative needs of the Service Delivery Organization (SDOs) acute, continuing care and community sectors.

The health information services initiative associate will provide documented regional policies, procedures, and guidance for Health Information Services (HIS) personnel within acute, community and continuing care sectors and leads Health Information Services process review and improvement projects to provide standardization of processes within the Services Delivery Organization (SDO).

This role will assist and work on quality improvement projects and/or initiatives by conducting assessments, identifying gaps, determining resources, and creating and implementing solutions, standards, policies and training to improve HIS standards within the SDO.

Main Function

  • Assist in the development and implementation of education and training programs related to initiative projects for Health Information Services personnel including assessing learning needs and development of training modules.
  • Assist with the design and development of HIS learning & training content to ensure alignment with learning best practices.
  • Act as the key contact for internal and external stakeholders and maintain current knowledge of HIS processes and policies and advancements to support the delivery of training, research and evaluation.
  • In collaboration with the Health Information Management Team develop policies and standards for effective application and use of Health Information Services systems.
  • Ensure compliance with internal standards, policies and processes while managing risks, resolving issues and maintaining a high level of client service.
  • Contributes to the development of health information improvement methodologies and best practice.

Experience

  • 5 years of experience in a Health Information Services environment with a focus on health information management systems and processes.
  • 3 years of experience in teaching/adult learning, education and program development for staff and management.
  • 3 years of experience in the design, development and delivery, administration and evaluation of education programs preferably in health care field.
  • 2 years of experience writing policies, procedures and analysis of data metrics to drive performance.
  • 2 years of experience influencing and communicating with internal and external stakeholders and managing organization change.

Education (Degree/Diploma/Certificate)

  • Post-secondary certificate or diploma in health information management, health administration, management or business administration, or related from an accredited post-secondary education institution.

An equivalent combination of education and experience may be considered.

Certification/Licensure/Registration

  • Active membership in the Canadian Health Information Management Association (CHIMA).

Qualifications and Skills

  • Demonstrated mid-level leadership capabilities. The provincial health system in Manitoba has adopted the

framework. * Experience working with reporting guidelines such as Management Information Systems (MIS) and/or Canadian Institute of Health Information (CIHI) is considered an asset.

  • Knowledge with planning process, procedure analysis, work-study methods, change management and LEAN methodology, organizing, scheduling, and controlling multiple implementation projects, hospital standard software/hardware and Electronic Health Record systems.
  • Demonstrated knowledge of legislation and principles surrounding confidentiality of patient information, release of and access to patient information, and management of patient information in accordance with the Personal Health Information Act of Manitoba.

Physical Requirements

  • Must be able to work safely in a typical computerized office environment with frequent meetings at multiple sites throughout the organization, and to lift and carry items of up to approximately 10 kg.
  • Interruptions to respond to questions are common; incumbent can schedule dedicated and focused time for planning and concentration.
  • Travel throughout the province requiring a valid Manitoba driver’s license and use of a personal motor vehicle.

This position requires a current satisfactory Criminal Records Check (including Vulnerable Sector Search), Child Abuse Registry Check and Adult Abuse Registry Check as conditions of employment. The successful candidate will be responsible for any service charges incurred. A security check is considered current if it was obtained no more than six (6) months prior to the start of employment.
