You are a person of Indigenous Ancestry with extensive experience in leading health care strategy development and a desire to improve the health care experience for patients and their families. You are an advocate for change who works collaboratively to develop and implement solutions to issues that impact patients. Your skillset includes quality improvement and incident investigations, and your approach to addressing need for change includes education/facilitation of Indigenous Cultural Safety (ICS) and Humility. Share your skills and knowledge in this important role with BC Emergency Health Services (BCEHS), and support positive change for Indigenous patients and their families.
What you’ll do
The Manager, Indigenous Health reports to the Director, Community and Indigenous Programs, at BCEHS. This role is responsible for the management and oversight of strategic programs and related projects in transformation, quality improvement and evaluation. Working in collaboration with BCEHS directors and leadership, this role manages the development, implementation and continuous evaluation of the BCEHS Indigenous Health Strategy, with the aim of improving patient experience and health care outcomes for Indigenous peoples accessing BCEHS services. High-level accountabilities include:
- Identification, planning, implementation and evaluation of key programs and related projects
- Collaboration with a variety of internal and external stakeholders in support of strategic anti-Indigenous racism training, policy, ICS, knowledge exchange programs and related projects
- Applying proven decolonizing leadership, management knowledge and skills to enable wise practice, performance improvement, and system integration in alignment with Indigenous Health programs and PHSA vision, mandate, and strategic directions
- Providing leadership and support to BCEHS relating to ICS, including community engagement, recruitment/retention of Indigenous employees, fostering relationships with communities, Elders, and others.

Qualifications
- A level of education, training, and experience equivalent to a Master’s Degree in Indigenous Studies, Health Administration, Social Justice, Transformative Organizational Change or a related field
- 5+ years’ of recent experience in program management, facilitation and engagement consultation processes with a wide range of stakeholder groups
- Planning or program development in healthcare or social services, preferably with focus in Indigenous health, including ICS, colonization and anti-Indigenous racism. This experience should include working directly with or alongside indigenous communities and/ or indigenous health organizations.
Skills & Knowledge
- Knowledge and appreciation of the unique history, cultures, and rights of Indigenous Peoples in Canada is required; commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and DRIPA (2019).
- Living experience with Indigenous populations and demonstrated extensive knowledge of Indigenous health care needs, services, and issues as well as knowledge of culture, protocols, traditions, and ideology of Indigenous people and organizations in British Columbia is an asset.
- Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Site Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system
- Demonstrated extensive knowledge of Canadian colonial impacts on Indigenous people in social and health contexts, supported by significant knowledge of Canadian and Indigenous ideologies.
- Demonstrated extensive knowledge of socioeconomic and health status realities, and especially the determinants of health, legislation and public policy affecting Indigenous people.
- Experience or working knowledge of health systems and policy, organizational change, anti-Indigenous racism, resistance to change, population health, illness prevention, health promotion, knowledge exchange and change management.
- Strong project management skills, including ability to engage and collaborate with stakeholders in a respectful, tactful and effective manner
