Position Summary

This is a temporary position until September 17, 2021 and the worksite location is flexible anywhere within our Interior Health region.

About the role:

The Manager, Mental Health Services is a member of the MHSU Leadership Team and acts in an advisory capacity to the Network Director, MHSU in the planning, delivery, and evaluation of services within the program to meet the needs of the residents of Interior Health (IH). Working collaboratively with the MHSU senior leadership team, the Manager provides the strategic oversight and direction for assigned program(s) across IH. Using research, professional networks, and provincial standards and mandates, the Manager works collaboratively with all IH portfolios to develop systems and processes that improve patient care, population health, and are operationally sound. Through IH-wide standardization and adherence to statutory responsibilities, the Manager ensures clear direction for the provision of care and services throughout the MHSU programs; provides leadership to program specialists and other content experts that ensure integration of services across IH; and provides functional leadership across IH. Externally, the Manager represents IH on issues related to program standards, statutory responsibilities, and the fulfillment of provincial directions in health by maintaining ongoing, working relationships across local, regional, provincial, and national programs and committees.

2. Develops an integrated and networked health delivery system that improves the health status of IH communities in an effective and sustainable manner.

With other IH portfolios, provides an integrated system of MHSU care services with the following objectives:

  • Achieve improved health outcomes for patients with moderate to severe mental illnesses and/or substance use disorders.
  • Provide effective access and navigation of the community-based healthcare system for patients, families, and caregivers.
  • Engage patients, families, and their caregivers and communities as full partners in health- care delivery.
  • Reduce per capita costs for target populations on the terms, conditions and under-standings set out in the Bilateral Agreement.
  • Provide services and establish partnerships to promote health and prevent illness in individuals, families, and other targeted populations.

3. Ensures the tactical planning and service delivery activities are aligned and contribute to the successful achievement of the IH Integrated Service Plan.

4. Plans, evaluates, monitors, and reports on programs and services within the MHSU program to ensure optimal delivery within the assigned portfolio of responsibility on an on-going basis. In conjunction with other leaders within the MHSU portfolio, ensures indicators are relevant to learned outcomes including;

  • Adherence to core standards of clinical documentation.
  • Delivery of services that is consistent with established clinical practice along with appropriate clinical oversight.
  • Appropriate orientation and support to existing and emerging leaders with a particular emphasis on nursing practice and leadership.

5. Responds to the performance expectations and the general and specific plans and direction of MoH by conducting the affairs of the MHSU program so as to achieve the performance expectations and objectives of Government including:

  • Tertiary standards as defined by Provincial Health Services Authority and the Office of the Auditor General.
  • Compliance of reporting under the Mental Health Act.
  • Compliance of reporting under Adult Guardianship.
  • Maintenance of standards for utilization and development of observation rooms.
  • Key Result Areas (KRAs).
  • Develop policies and programs in accordance with core functions and KRAs.
  • First Nations Health Authority – Path Forward (Provincial Plan).
  • Prepare business plans with clearly articulated goals, objectives, strategies, and performance measures and targets.
  • Implement IH performance monitoring and reporting mechanisms that are consistent with Government’s general direction and consistent with principles of efficiency, effectiveness, customer service, and quality improvement.
  • Develop and implement MHSU program-specific strategies to manage and mitigate risk.

6. Ensures the continued development and evaluation of a multi-year people management plan that complements IH’s strategic Human Resources direction for staff, volunteers, and physicians.

7. Adheres to agreements and policy commitments signed or agreed to by the MoH with the Doctors of BC and the HEABC with respect to Labour and Health Human Resources.

8. Develops and maintains relationships with key stakeholders such as: Physicians, elected officials, Aboriginal leaders, complimentary organizations (such as Rotary Club and the Chamber of Commerce), Non-Government Organizations, patients/caregivers/families, and Foundations. Relationships with key stakeholders must encourage understanding and collaboration in the development, implementation, and evaluation of the strategic directions and performance goals of IH. Relationships with key stakeholders are considered to be a foundation for success.

9. Develops, coordinates, and maintains relationships with other VP portfolios within IH to ensure the business operations and service delivery activities of the Network are aligned and contribute to the successful achievement of the IH Integrated Service Plan.

10. Manages the communication activities within the specific terms and conditions set out by IH in support of the MoH/Public Affairs Bureau/Health Authority Communications Protocol.

11. Works collaboratively with the MHSU Leadership Team, which will ensure vertical and horizontal integration, meeting the standards as set by Accreditation Canada.

12. Performs other duties as assigned.

Qualifications

  • Bachelor’s Degree in a health related discipline.
  • Seven to ten years recent, related clinical experience, including three years in a leadership role.
  • Or an equivalent combination of education, training and experience.
  • Current registration with the relevant professional college or association preferred.
