Capital Project Procurement within Supply Chain Management is currently seeking a Full-time Regular Senior Procurement Specialist – Capital Construction .

Reporting to the Associate Director, Procurement Services, the Capital Construction, Senior Procurement Specialist shall be procuring materials, supplies, equipment, and services in the most cost-effective manner for the University. The successful candidate must be a team player and strive to provide excellence in customer service to their university clients. This position will interact and work cooperatively with Facilities other members of the Supply Chain Management (SCM) team including Procurement, Accounts Payable and Distribution Services. This position requires dealing with a high-volume workload and complexity in order to meet University clients.

Responsibilities include leading and facilitating cross-functional teams executing strategic sourcing projects for the capital construction area. The Senior Procurement Specialist will identify and implement cost-saving opportunities through application of total cost management and identify/implement business process improvements with external supplier. This role also performs supplier selection process, negotiate contracts, development of competitive bids and provide on-going contract administration. The Senior Procurement Specialist serves on committees and performs related duties as required.

Position Description

Summary of Key Responsibilities (job functions include but are not limited to):

  • Develop, implement, and evaluate the University’s contractual requirements.
  • Prepare and develop bid documents as per university guidelines and obtains competitive proposals on commodities in compliance with department policy and guidelines, government regulations and laws that relate to purchasing practices.
  • In conjunction with university clients, review and analyze competitive bid documentation, quotations, tenders, and purchase awards. The Senior Procurement Specialist will also be responsible for establishing consensus among evaluators relating to award recommendations.
  • Ensure supporting purchase documentation is in place to address accountability and audit inquiries.
  • Conduct suppliers interviews to improve levels of service and/or to develop and establish new sources of supply.
  • Continually promote the services of SCM and acts as an effective resource for addressing supply management issues. Promote liaison between Supply Chain Management, suppliers, and client departments.
  • Identify procedures and system improvements encountered through the daily work process and recommends how the University can incorporate these improvements.
  • Maintain a current knowledge of Case Law and changes in the contractual environment, which may have an impact on the University business arrangements.
  • Support and promote core values and business practices of the SCM department.
  • Identify and implement cost-saving and process improvement opportunities.
  • Dispatch of purchase orders and match exception corrections.

Qualifications / Requirements:

  • A University Degree in Management or Business, or completion of SCMP of the Supply Chain Management Association of Canada, Supply Chain Management Professional. An equivalent combination of work experience and education may be considered.
  • In depth knowledge of supply chain management and purchasing processes.
  • Strong strategic planning/thinking and analytical skills.
  • Strong negotiation skills and a thorough knowledge of contractual terms and conditions supplemented with a working knowledge of Contract Law and the Law of Competitive Bidding.
  • A team leader/developer and can develop teamwork at all levels of the organization.
  • Excellent organizational, interpersonal and communication skills.
  • Ability to drive and facilitate change.
  • Capability to deal with shifting priorities and remain professional in stressful situations.
  • Multi-task and work in an environment with multiple interruptions.
  • In depth knowledge of PeopleSoft Procure-to-Pay and Financials (Accounts Payable, Purchasing and Expenses) would be an asset.
