Job description: Position Overview
The International Professional Program in the department of Continuing Education is currently seeking a Full-time Limited Term Program Manager for approximately 1 year.
The University of Calgary Continuing Education (UCCE) houses one of Canada’s largest and most successful continuing education departments. It is a multi-disciplinary unit offering diploma, certificate and non-credit programs using on-site and online technologies for course delivery.
The just launched International Professional Program (IPP) is made up of five streams of 8 to 12-months duration, comprised of professional certificate and diploma programs sourced from the Continuing Education Domestic Programming portfolio. IPP courses are scheduled for full-time international students and delivered in-person at the University of Calgary Downtown Campus. The Program Manager position reports to the Program Director of the IPP, and works closely with other Program Managers, as well as Program Coordinators and Student Services staff in a cross-functional and collaborative team environment.
The position requires working at the Downtown campus and may require the ability to work a variable schedule, which may include evening or weekend work, or extended work days.
The Program Manager, IPP will manage high quality, revenue generating non-degree credit courses, programs and seminars that respond to the needs of full-time, professional international students. Key areas of responsibility include, but are not limited to, management of a variety of responsibilities in support of the successful design, development, delivery and management of quality programs for international adult learners, the on-going daily operations of the IPP, and University of Calgary Continuing Education. In particular, this position is responsible for planning, organizing, and scheduling IPP course sections; recruiting, hiring and onboarding instructors; promoting and evaluating IPP courses, facilitating international student admissions and Immigration, Refugees and Citizenship Canada (IRCC) compliance; and providing IPP student care. Course delivery will primarily be in-person in the traditional classroom, however, online and blended learning environments will at times also be utilized.
A high degree of professionalism is required in the delivery of programs and courses as well as the ability to provide exceptional customer service and develop strong working relationships with internal and external stakeholders. Functions are carried out under minimal supervision, working within established guidelines, procedures and accepted protocol.
The International Partnerships Program Manager is responsible for developing new and existing client relationships with foreign and local partners that are mutually beneficial and revenue generating. A high degree of professionalism is required to ensure exceptional customer service and strong working relationships with clients and stakeholders. There is a diverse workload often requiring simultaneous organization and significant collaboration with the Associate Director (International), Managers, Program Coordinators, Assistants, and Supports.
Position Description
Summary of Key Responsibilities (job functions include but are not limited to):
- Optimize the scheduling, delivery, and progression of Continuing Education domestic courses to an international, full-time student body.
- Align and support domestic programming portfolio goals, in collaboration with other programming directors and portfolio leads
- Ensure financial viability of the IPP through enrollment management.
- Recruit high quality IPP instructors through job postings, interviews, and the evaluation of model lessons.
- Provide instructor onboarding, mentorship, and professional development.
- Evaluate instructor effectiveness and performance through student-teacher evaluations, lesson review, in-class observation, etc.
- Ensure that IPP curriculum is delivered in an organized and professional manner.
- Oversee the administration of IPP teaching and learning supports.
- Establish and implement vehicles for communication with instructors and students.
- Organize and lead IPP student orientations and community building activities, and develop orientation materials.
- Schedule IPP classes in order to optimize learning and academic progression, and to distribute student workload.
- Exercise judgment in resolving problems, and managing conflicts and competing priorities.
- Liaise with other UCalgary departments to ensure the Continuing Education’s core systems (Peoplesoft/Desire2Learn) and Continuing Educations core system (Destiny One) support IPP students.
- Prepare program and statistical reports for external sponsors and internal quality assurance.
- Design, develop and update administrative protocols and logistical processes for course administration and delivery.
- Monitor best practices and emerging trends in International education.
- Perform and interpret marketing research to recommend strategic decisions associated with IPP portfolio development and expansion.
- Meet ongoing administrative deadlines through effective time management.
- Monitor and respond to instructor concerns by providing strong customer service with timely and effective support. Initiate and facilitate productive meetings with instructors regarding course concerns.
- As required, provide department representation on advisory committees
- Resolve customer complaints or concerns.
- Keep current with new developments in international education, international markets, providers and competition.
- Keep current with IRCC entry requirements and study permit issuance.
- Ensure IP programs meet study permit and post-graduate work permit requirements.
- Prepare budgets and financial reports as needed.
- Provide input to Director, IPP on development of department business plans, program budgets and administrative capacity.
- Respond to RFPs for customized IPP offerings.
- Work effectively in team situations both within and across departments and other organizations to achieve optimal collective results.
- Ensures that University policy and procedures with respect to Freedom of Information and Protection of Privacy Act, Records Management, and Risk Management are adhered to.
Qualifications / Requirements:
- Undergraduate degree in business, workplace learning, education or adult education or a related area. Master’s degree preferred
- A minimum two years’ experience in program and project coordination in higher education, preferably in the fields of project management, management, and/or digital technology.
- A minimum three years’ experience in international education, including experience working with third-party educational agents.
- Proven success in developing and marketing revenue generating, education programs in higher education.
- Knowledge and understanding of the educational and training needs of international students.
- Demonstrated cross-cultural competence.
- Demonstrated competency with Microsoft Office Professional (Word, Excel, Outlook and PowerPoint) and Desire2Learn (D2L)
- Experience teaching adult learners and/or international student populations.
- Experience in instructional design is an asset.
- Experience in Work Integrated Learning is an asset.
- Experience in the development of business plans, market assessment and integration of internal operations to deliver the value proposition to different stakeholders
- Familiarity with University business systems, including Tableau, PeopleSoft, D2L, UCLASS and Destiny One, is an asset
- Positive attitude and demonstrated ability to be a collaborative team member
- Good judgment and initiative, tact and diplomacy in dealing with the frequent interactions with students, instructors, staff, University departments and external organizations
- Proven ability to make sound judgements, act decisively and provide clear direction on a wide range of issues.
- Ability to perform multiple and complex tasks with attention to detail as well as excellent written and verbal communication skills is required.
- Excellent written and verbal communication skills along with a strong customer service orientation.
- Demonstrated ability to perform and interpret marketing research, informing the selection of in demand programs or products
- Ability to use sound business judgment to predict/address current or possible future trends, policies, practices, innovations, and information affecting his/her business and organization
