Job description: We’re looking for a Chief Administrative Officer for the Town of Rosetown, SK.
Our client is located in West Central Saskatchewan, and they’re known for their friendly farming community and huge agriculture industry with 8 seed crushing plants nearby. They offer a collaborative working environment, and the opportunity to work in the town office while cultivating working relationships with nearby rural municipalities
Chief Administrative Officer responsibilities:
- Promote the Municipality’s Mission and Values.
- Participate in executive planning and policy development.
- Plan, organize, and manage the Town Office.
- Establish and maintain an effective working relationship with Mayor, members of Council, staff and the public.
- Monitor and maintain all books, documents and records of the Town (Council meeting minutes and financial reports).
- Maintain accurate account of cash collections, assets, liabilities and all transactions affecting the financial position of the Municipality in accordance with generally accepted accounting principles.
- Prepare annual budget, control expenditures, optimize various revenue sources and ensure cost effective operations are implemented and maximized.
- Ensure timely notice of meetings and provision of official correspondence to Council.
- Manage call for tenders and make recommendations to Council regarding contracts.
- Purchase goods, services or work pursuant to Municipal policy and conduct negotiations for land purchases and annexations.
- Ensure legislative compliance through familiarity with and understanding of The Municipalities Act, other relevant legislative enactments such as bylaws and policies.
- Serve as an effective liaison with Community Organizations and Provincial and Local Governments.
The successful candidate has:
- Bachelor’s Degree in a discipline related to municipal service delivery with 3+ years of senior administrative experience, or an equivalent combination of education and experience.
- This is a municipal lead position – At minimum, the candidate must have completed (or in the midst of completing) the Local Government Administration course in Saskatchewan (or equivalent).
- Comprehensive knowledge and familiarity of applicable provincial statutes, municipal regulations and policy formation.
- Demonstrated experience in fiscal planning, budgeting and reporting as well as a thorough understanding and experience in managing different business functions such as HR, finance, accounting and marketing.
- Demonstrated ability to provide progressive leadership, identify priorities, organize and plan initiatives, measure outcomes, and develop a customer service culture in a department.
- Exceptional management, analytical and interpersonal skills with the ability to use tact, diplomacy, and mature judgment.
Compensation and benefits:
- The discussed salary range is $85, 000- $110, 000 depending on experience and the UMASS scale
