About Our Opportunity

As the Director, Information Technology Risk and Compliance, you will lead and provide oversight of health sector information and technology risk and compliance. This is a key role within the Department of Health and Wellness and coordinates with stakeholders including information management and technology service providers across government and the Nova Scotia health sector, bringing your subject matter expertise to the management of information and technology risk and compliance for digital health program areas, data analytics services, and vendor/service provider contracts. Under your oversight, you will ensure the Health Sector meets established objectives for the governance and management of IM/IT and health sector-level risks.

Primary Accountabilities

Program Leadership & Management

  • Provide leadership for the Department’s IM/IT Risk and Compliance Programs and supports the Executive Director on program and strategic initiatives.
  • Leads the development and implementation of the Department’s IM/IT Risk and Compliance program, including the development of risk management frameworks including identification, analysis, prioritization and oversight (monitoring, reporting) on risks associated with IMIT.
  • Provides oversight and coordination among health system stakeholders across government and the health sector to deliver health IM/IT risk and compliance program-specific initiatives and projects, ensuring that the strategic operational plans are aligned with Provincial priorities and objectives.

Subject Matter Expertise

  • Monitor activities and best practices nationally and in other jurisdiction to ensure that the Nova Scotia program leads and is aligned with the standards in Canada.

Operational Delivery & Management

  • Develop and ensure that the risk framework, policies, processes, and controls are in place to ensure that authorized users have secure access to quality data and/or the digital health applications/services/tools required to do their work effectively.
  • Plan, develop and implement strategies to ensure the goals for the overall program support the provincial health plan, departmental business plan and branch operational plans.

Operational Delivery & Management

  • Ensure a coordinated and integrated approach to health IM/IT Risk and Compliance for all programs, initiatives, and services through leading a high-performing team while collaborating with key stakeholders across the health sector.
  • Ensure routine monitoring and reporting to branch and department leadership related to Health Sector IM/IT Risk and Compliance.

Stakeholder Engagement & Management

  • Participate in intra and inter-departmental liaison activities, ensuring alignment with internal and external stakeholders in the promotion and delivery of the program to the province.

Team & Project Management

  • Lead one or more teams of project and stakeholder staff, ensuring the effective management of human and financial resources.

Qualifications and Experience

As the successful candidate, you will possess a bachelor’s degree in a related field with extensive, progressively responsible leadership experience in the area of IM/IT risk and compliance. You will also possess demonstrated experience in the following areas:

  • Strategic and operational experience.
  • Experience leading a risk program with formal risk management frameworks.
  • Project management.
  • Experience working with partners and other stakeholders, both internal and external, to successfully achieve objectives.
  • Experience in collecting, synthesizing and interpreting compliance data with a goal for analyzing risk and delivering sound advice to senior leadership.
  • Demonstrated communication skills with the ability to lead teams and influence key partners.
  • Experience in managing budgets, contracts, and consultants

The following may be considered an asset:

  • Chartered Professional Accountant (CPA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA) or Certified Information Technology Professional (CITP) designation
  • Control Objectives for Information and Related Technology (COBIT) certification

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

An equivalent combination of related training and experience may be accepted in place of education qualification requirements. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.

Pay Grade: EC 13

Salary Range: $3,705.20 – $4,642.15 Bi-Weekly
