About Our Opportunity

Under the direction of the Construction Manager, Highway Construction Services, the Highway Construction Electronic Tender System Administrator is responsible for the administration and management of the department’s Highway Capital Electronic Tender and Contract Payment Systems, including PreConstruction and BidX software modules and relative processes and information management.

Primary Accountabilities

You oversee highway construction project information management and performs ad-hoc system queries, report generation and determination of additional information requirements. The incumbent provides support and guidance as well as software and process training department staff working with PreConstruction software and reporting tools in various locations throughout the province. The Systems Administrator is responsible for the overall management of the Electronic Tender system software and licensing, including PreConstruction and BidX software upgrades and maintenance/service agreements. The System Administrator also manages the processes and policies required to implement the Department’s electronic tendering and problem solves issues with highway project tendering related to the software and processes.

Qualifications and Experience

The successful candidate must have a Bachelor’s degree from an accredited institution in a related field such as computer science, civil or information technology, with a minimum of five (5) years of proven experience in information technology and business analysis, or an equivalent combination of training and experience.

Must have strong interpersonal and communication skills, be an analytical thinker, problem solver and have demonstrated initiative, leadership, client-focus and skills in planning and organizing, as well as experience in conducting training.

The successful candidate must have an aptitude for, or skills in, business intelligence applications, quality management, and information management. This position also requires that the incumbent possess a strong working knowledge of computer software including e-mail, word processing and spreadsheet applications, as well creating documentation for system or process changes, including writing procedures or user guides.

Experience in highway construction, project management and government tendering and procurement practices are considered assets. Working knowledge of the Department’s Construction Standard Specifications, Public Highways Act, Environmental Protection Act, Motor Vehicle Act and the department’s various policies and procedures; and broad expertise in transportation engineering principles, budgeting techniques, engineering, economics and statistics, cost sharing agreements, and electronic data processing using spreadsheets and databases are other assets to be considered.

Equivalency

An equivalent combination of training, education and experience will be considered. Related equivalencies may include, but are not limited to:

  • A related master’s degree and three (3) years of related experience
  • A diploma in a related discipline and seven (7) years of related experience

Working Conditions

Work is primarily based in an office environment with a requirement to travel to worksite locations. Work is performed in an office environment where a stressful working environment may be present.

Additional Information

This is a Term employment opportunity with anticipated end date of October 31, 2025. The appointment status Term is dependent on the start date of the successful candidate.

Pay Grade: PR 13

Salary Range: $2,543.38 – $3,091.70 Bi-Weekly
