Health Informatics and Clinical solutions (HICS) is an ancillary division within Fraser Health Authority’s- Health Informatics and Information Technology services, responsible for clinical informatics, diagnostic and clinical specialty systems.

What we do:

We collaborate with providers with a focus on providing seamless patient care by identifying current trends in healthcare from a technology and clinical workflow perspective to enhance and optimize the patient journey.

We develop solutions that share data across systems to ensure accurate and timely patient information is available to providers for decision making and treatment supporting improved patient outcomes.

We provide project and operational services to several direct patient care areas including: Emergency, Surgical, Medical Imaging, Cardiology, Laboratory, Pharmacy, Health Information Management, Renal, Critical Care, Medicine, Maternity and Infant Care among other areas across the 12 acute care sites within Fraser Health.

The team supports over 160 clinical applications with two thirds of the applications categorized as ‘Highly Critical’ and ‘Critical’ to providing direct patient care.

The focus of this role is:

  • Supporting the Medical Imaging portfolio
  • Providing analysis and documentation of new modalities as related to Fraser Health Privacy, Security, etc.
  • Supporting portfolio resources as needed to support operations and projects

Services Required:

Health Informatics & Clinical Solutions (HICS) team is looking for two business analysts with key deliverables and activities outlined below: * Supports, develops, and maintains the business processes necessary to facilitate care provider access to electronic health information systems by conducting feasibility studies and determining user requirements for the uptake of electronic health information functionality or systems (including privacy and security requirements)

  • Participates in strategic planning support and change management services by assisting the Portfolio Manager or Lead in streamlining business processes and best practices for electronic health information capture and utilization.
  • Provides business analysis by carrying out work flow analysis, developing business information, Requirements and models, assisting in defining business scope and objectives and planning, designing, or modifying practical manual and automated business processes.
  • Participates in health information systems projects, under the direction of the Portfolio Manager or Lead, by providing business systems analysis support. May lead small projects.
  • Analyzes and diagnoses health information systems applications and/or business issues and provides resolution to either the systems or the business processes. Supports business process changes and/or functional changes to health information systems in support of business practice requirements by testing, modifying, and maintaining the integrated health information systems applications.
  • Develops Service Level Agreements between Information Management and assigned business areas to support the movement of projects to operational status, maintenance, and support.
  • Assists in resolving any operational issues with health information systems as identified internally or externally from the Information Management Customer Service desk.
  • Participates in the development, implementation, and evaluation of health informatics goals, objectives, policies and procedures for Information Management and assigned business areas within Fraser Health.
  • Participates on assigned internal and external committees as required and works collaboratively as a member of the Health Information Systems and Services team.
  • Support other activities as requested from the Project Manager but not limited to the following:

Support Workflow analysis

  • Downstream integration vendor mapping – requirements
  • Stakeholder engagement to ensure the appropriate inputs and validation including key decisions
  • Participate in project meetings
  • Weekly Status Reporting
  • Identify risks and issues and facilitate resolution
  • Ensures Decisions tracked, signed and registered
  • Bring expertise and knowledge around acute clinical information systems and integration
  • Responsible for supporting the Project Manager
  • Monitor the build status

Knowledge Transition – Mandatory

A key expectation is the effective transition of knowledge through-out the course of the contract and at the end of the contract by the consulting firm to internal FHA resources.

Specific Qualifications or Experience Required:

  • Minimum 5 years recent experience in Healthcare with a particular focus on IT systems and operational support
  • Minimum 10 years’ experience in business analysis
  • Experience in managing complex projects that involve several integrated systems
  • Experience with clinical information systems, workflows and modalities for Medical Imaging in an acute care hospital setting
  • Experience working with either Health Information Management, Emergency and Renal Department, Medical Imaging, Surgical, Lab , Pharmacy workflow and processes
  • Experience with HL7 integration (eg. BizTalk) and DICOM
  • It is an asset if the proponent has experience or knowledge of specific FH processes, downstream clinical applications, and end-to-end clinical and system workflows
  • Experience integrating downstream clinical applications with Meditech (eg: Coldfeed and discrete data integration)
  • Demonstrated clinical stakeholder engagement experience
  • Experience in supporting testing process (test strategy/plan, creating test cases, executing testing)
  • Proponent shall possess strong problem solving, analytical, organization, and interpersonal skills
  • Demonstrates strong written and verbal communication, documentation and facilitation skills
  • Experience with clinical device integration is an asset
  • PMP or CBAP certification is an asset

Constraints and Special Considerations:

Consultants should note that Fraser Health may require some onsite presence by the consultant; Fraser Health will not be providing a travel allowance for such presence.

This is standard wording that is used:

  • While FHA provides VPN access so that consultants may work remotely, it is expected that they reside locally (i.e., the BC Lower Mainland) for attendance in person when required
  • This is a part-time role for an estimated maximum of 480 hours (if applicable)
  • Access to a vehicle to participate in onsite activities when required
  • No additional expenses (e.g. mileage and parking) will be reimbursed for this contract

Seniority Level Descriptions

  • Senior
  • A Degree in Consulting Category related disciplines and a minimum of four (4) years of related Consulting Category experience; or
  • A Diploma in Consulting Category related disciplines and a minimum of five (5) years of related Consulting Category experience; or
  • A Certificate in Consulting Category related disciplines and a minimum of six (6) years of related Consulting Category experience; or
  • An absolute minimum of eight (8) years of directly related Consulting Category experience.
