Location: 10 Peel Centre Drive, Brampton ON

Hours of work: 35 Hours per week

Who we are: The Transportation team constructs, operates, plans and maintains a multi-modal network of assets such as roadways, bridges, sidewalks and multi-use trails, stormwater infrastructure, street-lighting, traffic signals, noise and retaining walls, signs, safety barriers and street trees.

Reports to: Manager, Transportation, Design and Construction

Team Structure: Leads a team of approximately 6 employees including Project Managers, Specialists and Students.

What you will do in this role:

  • Leads a team of project managers, technical analysts and students undertaking capital projects from start to completion.
  • Coaches, mentors and motivates staff through the detailed design and construction of roads and Transit projects which support service level improvements to the Regional Road System.
  • Determines opportunities to complete design and Contract Administration works in-house, where appropriate, to expedite the work and reduce costs. Where projects are completed in-house, the Program Manager is responsible to provide input into the design, review and approve designs, and, as a professional engineer, stamp staff engineering drawings as required.
  • Liaises with Council, senior management, residents and stakeholders to ensure that there is open two way dialogue to communicate issues, challenges and successes
  • Works with direct reports to ensure that the project budgets are adhered to, and that the overall program deliverables and cash flows are achieved.
  • Guides project managers to write reports and other correspondence as required to obtain approvals from Council and various agencies such as, conservation authorities, utility companies, etc.
  • Ensures that internal and external resources are properly allocated to ensure workload balance
  • Prepares Current Budget and provides direct input and guidance to the Capital Budget and coordination of works with the water and wastewater sections.
  • Provides input and makes recommendations into Divisional business plans and strategies, term of Council priorities, etc. Plans, delegates, and prioritizes projects and activities for the section/group.
  • Collaborates, negotiates terms, plans activities, resolves conflicts and obtains consensus with land owners, municipalities, utilities, consultants, developers and agencies such as Bell, Hydro, Gas, MNRF, TRCA and MECP in executing road and infrastructure design and implementation, to ensure that the project needs are met and avoid future re-design.
  • Guides the procurement of external professional services through the RFP process and recommends award
  • Leads development of a business process for technical standards update for Transportation Infrastructure
  • Leads development of project management procedures, guidelines and templates for major capital design and construction process, including structured approach for capital project issues resolution and escalation of items.

What the role requires:

A degree in Civil Engineering combined with Professional Engineering (P.Eng) designation or a combination of education and experience may be considered.

5 years of progressive experience in design and construction of roads, and associated servicing

3 years of progressive supervisory/management experience, or equivalent is required.

Strong project management, and organizational skills, including strong knowledge of road design and engineering principles as they apply to the municipal engineering environment

Strong knowledge of applicable legislation such as the endangered species act, species at risk legislation etc., that must be adhered to during the design and construction process are required. * Combination of education and experience may be considered

Skills/Abilities:

  • Effective communication skills
  • Ability to lead and influence others to achieve major project and program objectives for delivering the program and associated works.
  • Excellent verbal communication skills to tactfully convey project issues to residents Councillors, and senior management.
  • Strong comprehension and writing skills are necessary to review, evaluate and prepare council reports, funding requests, scope of work, procurement awards, contracts, terms of reference, letters, presentations, electronic correspondence and reports to external stakeholders, departmental and inter-departmental management.
  • Superior conflict resolution skills to recognize and address conflicts and work towards a successful conclusion

Sound knowledge and experience of the municipal budget processes and bylaws. * Demonstrate a commitment to diversity, equity, and inclusion through continuous development, modeling inclusive behaviors, and proactively managing bias

*Work Mode:In this role you will have the ability to work remotely and attend on-site when required based on operational requirements at the 10 Peel Centre Drive, Brampton ON worksite. The frequency of on-site activities may vary on a weekly basis and based on operational requirements. Your remote work location must be located within the province of Ontario.
