Trillium Health Partners is currently in the design stages of a long term infrastructure plan announced by the Ontario government which has dedicated significant funding to support the construction of new hospital projects across Ontario. As part of this plan, THP is growing the multi-disciplinary team that will lead planning for the redevelopment and expansion of both the Mississauga Hospital and Queensway Health Centre sites. With constant inputs on design and planning considerations from all the respective expertise on the team, our goal is to work together to ultimately produce a holistic and inclusive design.
Position Overview:
Trillium Health Partners is seeking an experienced Municipal and Site Project Lead to join its Capital Planning and Redevelopment portfolio. Reporting to the Director, Capital Development (Queensway Health Centre (Q) site), the Municipal and Site Project Lead will be responsible for supporting THP’s Broader Redevelopment Project (BRP) at Q site. Leveraging your experience in the municipal and site planning of health capital projects, the Project Lead will function as the main point of contact between the Prime Consultant and the project team and advocate for quality design that supports THP’s mission.
Q Site project is a new post-acute inpatient tower, delivered under the Build Finance (BF) model in partnership with the Ministry of Health (MOH) and Infrastructure Ontario (IO). The new build will accommodated clinical and non-clinical support programs.
Responsibilities
- Key point of contact with Prime Consultant’s civil and landscaping leads and for all municipal and site/campus related planning, and application development;
- Lead contact with THP municipal planning consultants, and responsible for associated contract management.
- Lead contact with Project Control Office (PCO) and THP Communications and Government Relations department to ensure alignment on government engagement strategy
- Oversee the site design progression as well general site and campus development and ensure alignment with overall site strategy and priorities;
- Lead all of the municipal planning and related requirements for the site, ensuring the site/campus elements are integrated with overall hospital planning and design;
- Lead all site due diligence requirements (i.e. geotechnical investigation) for both municipal approvals and IO’s transaction requirements;
- Lead quality control and assurance activities related to municipal application and throughout project timeline;
- Support the progression of the project through the Ontario Ministry of Health’s capital planning process;
- Coordinate plans with other agencies having jurisdiction, including but not limited to the City of Toronto, and Infrastructure Ontario;
- Contribute to development of master schedule related to all municipal and site/campus planning milestones;
- Plans, procures (including contract management) and oversees multi-disciplinary consulting expertise to achieve project goals;
- Advocates for the application of best practice throughout all aspects of the project;
- Contributes to and report on project budget;
- Supports and acts as a champion for THP’s vision and values in applying a high level of planning expertise and partner focus;
- Build trusted relationships with the project team and key internal/external stakeholders to advance key initiatives;
- Support communication with project working groups that are integral to the success of the project(s);
- Engage and communicate with stakeholders on an ongoing basis and ensure changing resource and project requirements are met and understood;
- Other duties assigned, as required to meet timelines and deliverables.
Skills & Qualifications
- University degree in a planning related field, preferably professional designation in urban planning
- Masters degree in public administration, business administration, or healthcare administration or equivalent experience as asset
- Minimum of 10 years experience working in a hospital setting or with a hospital as a client related to project planning, design, and implementation in construction industry
- Minimum 5 years experience working with the Ontario Ministry of Health’s capital planning process and/or Infrastructure Ontario’s AFP/P3 framework.
- Experience working with municipalities to obtain approvals (i.e. ZBA/OPA/SPA)
- Direct experience with P3 delivery models in Ontario
- Experience in a hospital based leadership role, with the knowledge and insight of problems encountered in a complex operational setting preferred.
- Extensive knowledge in the planning and design of health capital infrastructure
- Detailed understanding of the health capital planning environment in Ontario, including experience working with Ministry of Health, Infrastructure Ontario, municipalities, and/or other agencies having jurisdiction.
- Demonstrated insight into clinical operations and pressures.
- Familiarity with contemporary thinking in health capital programming, planning and design, including international trends and best practice.
- Strong project and management skills.
- Excellent written and verbal communication and presentation skills.
- Strong conceptual skills; systems thinking and ability to deal with ambiguity.
- Superior analytical, problem solving, negotiation and conflict resolution skills.
- Ability to build effective working relationships with a dynamic, professional team.
- Demonstrated, skilled people management and staff development with emphasis on coaching, mentoring and leadership.
- Skilled at executive stakeholder management.
