Project Overview:

The Confederation Line Extension Project – one of the components of the City of Ottawa Stage 2 O-Train system – includes the design, construction and financing of 27,5kilometres of light rail infrastructure. The scope of work also includes 4 kilometers of cut-and cover tunnels, 20 engineered structures, 16 stations and a light maintenance service facility.

When complete, Stage 2 will bring 77 percent of residents within five kilometers of rail transportation. It will greatly enhance the quality of life in Ottawa, contributing to shorter commutes, cleaner air and a stronger economy. It will also help the city prepare for continued growth, with a population that is expected to reach 1.1 million by 2031.

In April 2019, Kiewit-Eurovia-VINCI (KEV) was selected to design, build and finance the project. Construction is anticipated to be complete for the Confederation Line East extension in 2024 and in 2025 for the Confederation Line West extension.

Principle Accountability and Responsibility:

Management and Supervision of one or two Buildings general contractors doing the construction of multiple buildings of a segment of a Mega Project. (The managed and supervised portion of the project represents a volume of over 300 M$+)
Management and Supervision of one or two Buildings General Contractor working on multiple buildings spread across 20+ km.
Administering and Ensuring subcontractor compliance of safety, quality control and environmental programs and execution of temporary constructions and measures.
Administering quality assurance and commissioning processes.
Interfacing and meeting with Project Client, professional Engineering Firm and Architect to manage project issues while maintaining positive working relationships.
Monitor and manage the project budget, minimizing costs while upholding the highest quality. Participate in the monthly job cost updates and projections.
Assist with schedule development and maintenance. Closely monitor schedule and address variations with subcontractor.
Coordination of Engineering services & support during construction.
Review, approve and negotiate Subcontractor change orders.
Coordination and interfacing with other sectors and disciplines.
Coordination in the execution and implementation of the project completion and turnover plan.
Assuring contract compliance and administration.
Tracking of project deliverables and information using Integrated project administration systems.
Management of a team of field staff personnel such as field engineers and site coordinators.
Manage temporary control measures, relocation and interface of third party utilities and traffic entities.
Review of subcontractor progress documentation and reports.
Approve and monitor subcontractor execution procedures and processes.
Initiate and attend supplementary and regular meeting with client for problem resolution and planning.
Manage contract administration (subcontractor / field management) including back charges and change orders approval.
Assist in planning, review and coordination of buildings subcontractor site setup and logistics.

Education and Experience:

Undergraduate degree in construction engineering, construction management or a related degree or comparable work experience.
10+ years’ experience in all aspects of managing commercial or buildings design-build construction projects of similar size with a proven track record of successful outcomes.
Preferable Experience working on the construction of Track or LRT project buildings as part of large scale design-build projects.
Preferable Experience working on the construction of design-build mega projects.
Strong knowledge of safety legislation and regulations; ability to enforce safety on site.
Ability to understand project scheduling and cost control, and to read and understand project owner specifications and engineering drawings.
Subcontractor Management and Negotiation experience.
Strong leadership, interpersonal and communication skills.
Work independently as well as part of a team.
Strong work ethic – willing to do what it takes to get the job done.
Good attention to detail with the ability to recognize discrepancies.
Effective English oral and written communication skills (in addition to English, French is a plus).
Strong knowledge of work processes and procedures; ability to enforce quality work on site.
Strong organization/time management skills.
