Position Overview
The Supervisor, Education and Professional Standards is responsible for ensuring the ongoing planning, evaluation, supervision and provision of education, training, continuous improvement and professional standards initiatives for the Department. The position is also responsible to performs audits and field evaluations to ensure that patients are receiving the legislated standards for patient care practice from Paramedics.
Duties and Responsibilities
Administration of Ambulance Training and Professional Standards Practice:
- Develop and implement education and training programs (i.e.: on scene evaluation of paramedics, station visits, in-service training and ride outs) to ensure paramedics are providing patient care and other services in a manner that is consistent with the approved legislated standards and best practices, Ambulance Act/Regulations, and Lambton County EMS policies
- Develop, implement and conduct program audits and system reviews to ensure compliance with mandated legislative and regulatory protocols and practices, and make recommendations arising out of these reviews to ensure compliance and efficiency
- Ensure ambulance call reports, incident reports and Lambton EMS documents are completed and distributed in accordance with the Ambulance Act and Regulations and internal policies and procedures; ensure confidentiality and security of all said documents are maintained
- Review effectiveness of service objectives including but not limited to ambulance response times, medical service, customer satisfaction and economic efficiency; identify geo-specific data and other relevant demographics to EMS; make recommendations for service improvements and advise on operational and administrative policies and procedures to ensure effective and efficient delivery of ambulance service
- Oversee and coordinate customer service, continuous quality improvement, training, and educational programs for all Lambton EMS staff
- Collect, analyze reports and present data on existing systems, service levels, demand forecasts and other relevant information
- Liaise with Central Ambulance Communications Centre, the base hospital and health care providers, investigates concerns, identify areas where improvement is needed to meet ambulance service objectives and initiate action to ensure ambulance service providers correct performance deficiencies
- Represent Lambton EMS at Coroner’s Inquest, Provincial Court and other legal proceedings as required by Management
- Monitor the effectiveness of specialised health care equipment and recommend changes to equipment and establish replacement schedules; monitor service and base hospital care and repairs of same equipment and preventative maintenance programs in accordance with corporate and legislative requirements
- Develop, prepare and recommend the training budgets for the department and participate in the preparation of the operating budget in consultation with the Manager; assist the Manager in monitoring the department’s budget, aiding in the monthly variance reports and suggesting corrective action if required
- Ensure compliance with all County policies and procedures relating to finances, purchasing, use of equipment, vehicles and asset preservation
- Coordinate student placement contracts to maximize learning experience
- Perform on-call duties as assigned in rotation with other senior EMS staff
Human Resources Management:
- Responsible for Human Resource Management within the area in accordance with County Personnel Policies and current collective agreement
- Handle as required, staff complaints, grievances and other labour disputes as they occur
- Participate in the Labour/Management Committee or any other labour related follow-up as requested by Management
- With the appropriate assistance from H/R and the Department Manager, hiring, terminations and disciplinary procedures in accordance with County Policy
- Provides input in annual performance appraisal reviews of paramedic staff related to patient care, customer service and skill levels
- Effectively provide guidance concerning labour relations and risk management in matters arising out of investigations
- Responsible for the safety and well-being of staff and the public, ensuring that all regulations, guidelines, legislation, etc., are being followed (i.e. Workplace Safety & Insurance Act, Occupational Health & Safety Act)
General:
- Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
- Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position’s Physical Demands Analysis

Qualifications
Minimum Formal Education
- Qualified as a Primary Care Paramedic (PCP) in Ontario, with a minimum of five (5) years’ experience as a Paramedic
- Possesses a valid “F” Ontario driver’s License
Experience
- Demonstrated knowledge of Land Ambulance legislation, regulations and current practices pertaining to training and quality assurance issues as well as the Occupational Health and Safety Act
- Possess excellent interpersonal skills, superior analytical, multi-tasking, organizational, customer service, and teamwork skills and the ability to relate to the public, staff and associated health care providers
- Have the ability to exercise superior judgement, tact and discretion in dealing with sensitive and complex situations as well as labour issues; previous supervisory experience would be an asset
- Possess experience as a First Aid/CPR Instructor, Service Instructor and/or Regional Training Instructor is required
- Demonstrated ability with word processing, spreadsheet and database software
