Reporting to a Supervisor in the Lands department, this position is responsible for providing land and environmental planning expertise related to route planning, consultation and, regulatory approvals for transmission and distribution electrical infrastructure. The Planner, Lands will compile and analyze relevant information for routing & siting; consult internal and external partners potentially affected by projects; resolve issues of conflicting interests; submit applications and obtain approvals from regulatory bodies such as Alberta Environment and Parks and the Alberta Utilities Commission. The Planner is responsible for implementing environmental policies and initiatives of regulatory agencies and ATCO across the Land Planning group and assigned projects.

Responsibilities:

  • Identify planning and environmental risks to the project scope, develop schedules and cost estimates for projects.
  • Complete desktop and field level assessments of sensitive features which need to be considered in project planning.
  • Analyze data, including spatial data, to identify land-use, infrastructure and environmental constraints for facility locations based on economic, technical, social and environmental criteria.
  • Manage consultants and contractors to ensure planning and environmental studies, and associated reporting is completed on time and within budget, to meet regulatory requirements and corporate policies.
  • Participate, as required, in activities such as contractor orientations, field site visits, training, audits, and incident reporting.
  • Prepare and distribute project notification material and communicate (meetings and correspondence) with partners such as, private landholders, government agencies, industrial companies, Indigenous communities, interest groups and the public.
  • Undertake consultations, to company and AUC expectations, with external partners for assigned projects.
  • Consult with regulatory agencies to determine an appropriate course of action; prepare and submit applications for permits and required approvals.
  • Resolve concerns raised by external partners by proposing mitigations with support of ATCO internal departments: commercial, planning, land, environment, engineering, construction, maintenance, and operations personnel.
  • Keep abreast of regulatory and industry developments, trends, and changes, and ensure corporate compliance.
  • Implement legislative changes that affect the utility industry and processes on assigned projects.

Qualifications:

  • Minimum University Bachelor’s degree in Environmental Sciences, Environmental or Land Use Planning, Biology, Soil Sciences or other related field (i.e. Forestry, Agriculture, Environmental Engineering, etc.)
  • Currently hold or be eligible to acquire an associated professional designation within one year.
  • Minimum 3-5 years of experience completing project planning, environmental assessments, evaluations, permitting or similar activities.
  • The ability to review and understand project work scopes, execution strategies, construction activities and environmental impacts associated with electrical infrastructure development.
  • Proven knowledge of planning, land-use and environmental principles, acquired through a degree in planning or in an environmental field.
  • Knowledge of and experience with relevant legislation at Municipal, Provincial and Federal levels
  • Valid Class 5 drivers license
  • Proficient in MS Office Suite
  • Skills in map and air photo interpretation, and some specialized systems such as GIS software. Use these tools for data analysis and report purposes.
  • Must have working knowledge of external data sources, such as Landscape Analysis Tool, FWMIS, SPIN II, AbaData and Crown Land Dispositions Report (GLIMPS)
