Resumes are being accepted for the temporary (2 year contract) position of Senior Corporate Analyst – Long-Term Planning within the Financial Strategy and Long-term Planning Division of the Finance Department. Reporting to the Manager of Financial Strategy and Long-term Planning, the successful candidate will lead the development and management of financial policies impacting the City’s long-term financial health. They will also lead the City’s long-term planning and funding analysis including incorporating growth-related studies oversee the management of the City’s reserves and reserve funds, investment, and debt portfolios. Guided by the goals and objectives of the City of Guelph Corporate Strategic Plan and committed to the Corporate Values of integrity, service, inclusion, wellness and learning, the candidate will aid in the achievement of the Community Vision for an inclusive, connected, prosperous city.
Your role
- Lead the development of policies related to the City’s Long-term Financial Framework, including associated metrics, and reporting requirements
- Develop and maintain a long-term financial forecast that will facilitate the planning and scheduling of capital projects related to growth
- Review and provide input on long-term agreements that will have financial impacts on the City
- Provide financial analysis and advice for Community Improvement Plans and Tax Increment Based Grant programs
- Lead the development of or contribute to long-term reserve strategies for current and future programs for example Affordable Housing, Community Investment Strategy, Industrial Land development
- Develop reports and tools to assist City staff in developing the fiscal impacts of masterplans and assist departments in long term planning and capital forecasting
- Lead role in treasury management for the City including management and reporting of the City’s reserve and reserve funds, and investment portfolio
- Oversee the management and reporting of the City’s debt portfolio
- Provide guidance and coordinate the City’s annual Credit Rating process
- Assist with the training of City staff in relation to the above, including development of standard operating procedures and other support documents
Qualifications
- Considerable experience related to the duties listed above, normally acquired through completion of a University Degree and considerable post designation accounting experience, preferably in a municipal environment. Candidates with an equivalent combination of education and experience will be considered.
- A Professional Accounting Designation (CPA) or equivalent
- Proven ability to establish and maintain effective working relationships with a diverse group of stakeholders
- Excellent communications skills (both oral and written) with the ability to communicate with all levels of staff and stakeholders
- A continuous improvement attitude that challenges the status quo where necessary
- Demonstrated ability to understand and manage complex policy issues
- Demonstrated ability to manage and carry out economic modeling and forecasting
- Ability to analyze and investigate problems, identify alternatives, and make recommendations to implement procedures and policies
- Strong analytical and organizational skills with the ability to lead multiple assignments to meet deadlines in a very demanding service-focused environment
- Demonstrated knowledge of and ability to interpret and explain relevant statutes, regulations, guidelines, procedures, standards and other legislation
- Advanced skills with financial enterprise software, JD Edwards experience preferred
- Advanced computer skills in Microsoft Office (Word, Excel and PowerPoint)
- Ability to attend meetings at offsite locations as required
- Ability to work outside of regular hours as required

Rate
$87,200 – $109,000
