Corporate Services provides support and services to the Library of Parliament in the areas
of human resources, finance, procurement, materiel management, corporate planning and
information technology.
We are currently looking for candidates to staff the following position: Senior Director,
Information Technology.
The Senior Director, IT, provides leadership and strategic direction on ongoing and future
IT challenges and opportunities to deliver solutions that respond to the Library of
Parliament’s business needs.
In today’s digital and information era, the Senior Director, IT, plays a critical role as an
executive and a trusted business partner to all business areas within the Library of
Parliament. The Senior Director, IT, is responsible for developing and recommending IT
strategies and plans for the Library of Parliament; for leading the vision, strategy,
development and execution of a comprehensive set of IT products and services; for enabling
the design of the business, information, application and technology architectures; for
providing strategic technical direction and advice to Library of Parliament management on
IT matters; and for negotiating and managing partnerships.

Note: While this position is eligible for part-time telework, regular (i.e. weekly) on-site
presence is required at Library of Parliament workplaces located in the National
Capital Region.

- Rates of pay include economic increases up to 2021
** This position is subject to performance pay, in accordance with the pay administration for the Library of Parliament
executives.
For the purposes of this selection process, the competencies listed in the attached
Competency Profile will be evaluated.
The following knowledge criteria will also be evaluated:
- Knowledge of theories, methods and best practices in the field of computer sciences
and technology and of modern business management
- Knowledge of theories, principles and best practices of IT operations and IT strategy
development
- Knowledge of theories, principles and best practices of strategic planning and project
management
- Knowledge of trends, emerging issues and initiatives in the IT sector
- Knowledge of the Library of Parliament’s structure, mandate, priorities, roles and
responsibilities and its partners
To be considered, candidates must have:
- Successful completion of a bachelor’s degree in the field of computer sciences or a
related field, or an acceptable combination of education, training and experience
directly related to the position
- Recent* and significant** experience in strategic planning and in leading IT projects,
transformations and functions
- Recent* and significant** experience in leadership and developing highly specialized
teams
- Recent* and significant** experience in managing financial and material resources
- Recent* and significant** experience in leading committees and working groups with
senior management, and in developing policies and strategic directions in an
organization
- Recent* and significant** experience in providing strategic advice and making
recommendations to senior management and at an organizational level on complex
issues related to IT strategy, projects, transformations and functions
- Recent* and significant** experience in negotiating and in successfully collaborating
and managing partnerships with other departments or agencies and service providers
Asset(s):
- Recent* and significant** experience in an executive position (LEX’s / EX’s or
equivalent)
- Recent* and significant** experience in a parliamentary environment or in the federal
public service, such as departments, agencies or Crown corporations, the provincial
public service or a university environment.
*Recent experience is defined as experience acquired within the last five (5) years.
**Significant experience is understood to mean three (3) or more years carrying out these
functions.
