Reporting to the Manager, Finance and Administration, the Senior Finance Officer provides accounting services such as accounts payable, accounts reeivable, revenue operations These services are in accordance with generally acceptable accounting principles (GAAP), all applicable legislation, policy, procedures and collective agreements. The Officer will ensure effective accounting controls are in place and implemented correctly and those financial transactions, payment processes, revenues, general ledger maintenance, account reconciliations, and reports are conducted in a timely manner and will provide senior financial advice and support to clients and staff, assess and evolve financial procedures, internal controls, audit verification processes and reporting to ensure operational effectiveness, quality financial and client services.

This position works closely with the Manager on budget forecasting, monitoring and control. You will participate in the preparation and analysis of expenditure reports and determining trends in budget forecasting. You will provide senior advice on the maintenance and quality of information in Free Balance financial and other systems, and provide expertise to Program Managers on budget status, funds, contracts, payroll and other issues.

Supervises the work of full-time and casual staff. Establishes work plans, provides ongoing advice, coach and motivation, and approves leave and attendance. Contributes to the conduct of performance appraisals in accordance with policy, identifies training requirements, ensures the development of annual training plans,and recommends disciplinary actions. Participates in recruitment, employee retention, succession planning and vacancy management initiatives/projects and in grievance responses.

The successful candidate will have a Diploma in Business Administration or related field, along with (3) three years of relevant experience in accounting, auditing, or similar financial areas, in a computerized environment. Experience in conducting background research and analysis, developing financial reports and summaries and providing advisory services to the clients and supervising, mentoring and/or providing training and/or guidance to colleagues and/or subordinate staff.

The Official Languages of Nunavut are Inuktitut, Inuinnaqtun, English and French. Fluency in more than one of Nunavut’s official language is an asset. Knowledge of Inuit language, communities, culture, land and Inuit Qaujimajatuqangit is an asset.

Equivalencies that consist of an acceptable combination of education, experience, knowledge, skills and abilities may be considered.
