Your role

CBC/Radio-Canada is currently looking to integrate accessibility throughout its core procurement process. As the Senior Specialist, Accessible Procurement, you will be responsible for the overall implementation of CBC/Radio-Canada’s in our procurement process and our supply chain.

Reporting to the ESG (Environment, Social and Governance) Procurement Advisor, you will be managing projects related to the integration of accessibility in the procurement process and various related initiatives. You will participate in and influence changes to ensure accessibility is embedded in procurement and the supply chain. You will be supporting the ESG Procurement Advisor for the development, the execution and the follow through of the new Directive on accessible procurement.

You will develop a dashboard to measure the success of the implementation.

You will participate in the key initiative regarding the adoption of EN 301 549 and WCAG 2.1 standards for goods and services with an aspect of information and communication technology.

Responsibilities include:

  • Support the development and implementation of the accessible procurement policies and processes and be the subject matter expert to drive changes in procurement practices.
  • Provide expert advice and interpretation during the development and assessment of contract evaluation criteria, ensuring the accessibility impacts have been duly considered, in relation to all stakeholder organizations (where appropriate).
  • Define prioritization of categories for the inclusion of accessibility in the procurement process.
  • Develop and maintain guidelines, criteria and contractual requirements, roadmaps, checklists, how-to documents, and web-based resources to support accessible procurement.
  • Identify the required resources, deliverables and timetables related to project management.
  • Monitor industry and regulatory landscape to advise on emerging trends with regards to accessible procurement
  • To provide professional advice to and develop working relationships with various external and internal committee members, senior managers and service users on matters of strategy, policy and practice relating to accessible procurement.
  • Use influence and relationships to ensure effective adoption of accessible procurement policies, guidelines by all stakeholders and potential suppliers.
  • Prepare and deliver presentations and reports to various committees and management.
  • Provide assurance that accessibility considerations have been incorporated into the product and service selection process where applicable.
  • Work with external bodies to increase knowledge and introduce better accessible procurement practices within CBC/Radio-Canada.
  • Provide a point of contact for accessible procurement advice for all staff across all stakeholders, both internal and external.
  • As required, work on the implementation and management of systems to monitor implementation of the Directive on accessible procurement.

Qualifications

We are looking for a candidate with the following:

  • Bachelor’s degree or equivalent experience in accessibility or a related field.
  • A minimum of 5 years’ experience in a field related to accessibility.
  • Demonstrated experience with accessibility analysis and testing.
  • Demonstrated experience applying accessibility standards and best practices in an organization.
  • Working knowledge of the Accessible Canada Act, EN 301 549, WCAG 2.X, and other accessibility regulations and standards in Canada.
  • Experience in process and procedure document drafting.
  • Public procurement or supply management experience or knowledge is an asset.
  • Strong Communicator and persuader.
  • Pragmatic, creative thinker and strong project management skills.
  • Proactive and willing to tackle challenges.
  • Bilingual (French and English spoken and written).
  • Able to travel in Canada when required.
