Reporting to the Vice President, Finance & Chief Financial Officer (CFO), the Strategic Initiatives Manager is a key member of the Finance team.

The Manager is responsible for leading the development of the assigned department’s five (5) year Strategic Plan and annual Business Plan; setting priorities in consultation with other teams/departments and ensuring action plans are implemented. As well as possessing excellent leadership skills, the Strategic Initiatives Manager also provides information and support to projects identified as priorities for achieving departmental and organizational goals. This position requires a comprehensive understanding of issues that impact all areas within the assigned department , such as, Financial Services, Business and Capital Planning, Revenue Services, Accounts Payable, Payroll, Employee Records & Benefits, and Timekeeping & Scheduling, along with a strong ability to influence and lead various project teams.

The Manager develops, implements and evaluates communication plans, initiatives and events that create awareness of and promote a strong positive profile for the Finance Department within PHSA. A strategic thinker with exemplary writing and project management skills, this position is responsible for creating a variety of communications to proactively increase awareness, understanding and support for the department amongst key internal and external stakeholders. In addition to preparing presentations and background material for the Vice President, Finance & CFO, the Manager is responsible for playing a key role in planning, developing and implementing Finance initiatives, events and awards (such as long service recognition, annual finance awards) and meetings (annual senior leadership meeting), that are aligned with departmental and organizational goals and priorities.

The incumbent will work collaboratively with the Senior Executive Directors in the department as well as actively lead and participate in change management processes/activities with stakeholders in the wider community. The Manager will be highly-organized, sensitive to the needs of all stakeholders, as well as flexible and adaptable in dealing with issues and challenges.

What you’ll do

  • Writes the annual Business Plan, leading and facilitating teams within the finance department with the ability to maintain momentum on multiple concurrent projects in a complex and evolving department.
  • While demonstrating the ability to create and execute strategic communication plans, the Manager responds to the needs of stakeholders in sensitive situations, supported by an acute awareness of the impact of actions.
  • Presents complex and potentially sensitive information to groups, facilitating understanding and consensus.
  • The Manager ensures communications are high-quality, consistent, and effective in facilitating change, while maintaining positive working relationships with both internal and external stakeholders.
  • Edits, writes and project manages all Finance Department communications targeting various internal and external stakeholders. Writes, edits, and produces diverse communications such as internal briefs, newsletters, brochures, displays, speeches, educational materials, and presentations.
  • Works with PHSA Communications to ensure the department’s communication strategies are aligned with the overall PHSA direction.
  • The Manager leads, manages and participates in activities that maximize the utility and relevance of information within Finance. The incumbent will link closely within Finance and other departments across the Provincial Health Services Authority (PHSA) (e.g., People & Culture, Quality Improvement, IMIT, and TLO). The ability to set priorities, manage multiple tasks, and partner effectively with other departments will be critical for success.
  • Creates content by gathering information from Finance leaders and facilitates the Department’s Town Hall meetings.
  • Brings forward issues or concerns in the department to the CFO.
  • Develops budget for departmental communication and events, adhering to budget by monitoring expenditures.

What you bring

Qualifications

  • A level of education, training, and experience equivalent to a university degree in business administration, finance or a related field supplemented by seven (7) years of experience in a business administrative or communications role, in an organization with complex multiple stakeholder groups.
  • Ability to translate complex matters into clear and accessible language. Proven organizational skills and exemplary attention to detail. Demonstrated flexibility to meet multiple deadlines under competing priorities and easily adaptable to change. Demonstrated ability to use related equipment and software including Word, Outlook, Excel and PowerPoint at an advanced level.
  • Strong working knowledge of Microsoft Office, Adobe Creative suite, database and web-based programs. The ability to handle highly confidential and sensitive issues with skill, tact and diplomacy is important, as is excellent decision making skills; ability to work independently and as part of a team; flexibility to reprioritize quickly to meet changing priorities. Ability to meet tight deadlines and work under pressure.

  • Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC’s Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system.
  • Supports team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level.
  • Works collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC’s Declaration on the Rights of Indigenous Peoples Act (2019).
  • As a strong asset for consideration, we are looking for our successful candidate to have: Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).

Salary Range: $86,398 – $124,197 /year. The starting salary for this position would be determined with consideration of the successful candidate’s relevant education and experience, and would be in alignment with the provincial compensation reference plan. Salary will be prorated accordingly for part time roles.
