This employment opportunity is restricted to residents of Iqaluit, Nunavut only.

Reporting to the Director, Corporate Services, the Manager Finance and Administration provides financial analysis, financial reporting to central agencies, finance, and administrative management services to the Department of Family Services. The Manager is responsible for the Department’s integrated accounts payable and accounts receivable functions, on-going development and implementation of financial procedures, financial training, internal controls, management reporting systems, accounting, and financial records management.

The position is the recognized expert in providing financial and administrative advice and direction to the Department including, the Deputy Minister, the Assistant Deputy and Divisional Directors. The incumbent sets standards and is an advisor, trainer and coach for the Unit’s finance and administrative staff for accounting, financial records management and office management that support all departmental Divisions not only in headquarters but also the three regional offices.

The position is responsible for preparing financial documentation, forecasting, and reporting to central agencies on behalf of the Department of Family Services. This includes submissions to Financial Management Board, the Minister and the Cabinet and the Legislature. Additional responsibilities include overseeing all financial transactions, liaising responsibilities with the department’s Senior Management and GN Central agencies, establishing standards and procedures for contracting and contract management in a way that ensures consistency with government standards for tendering and fiscal accountability. The position is also responsible for supervising indeterminate positions and casuals and part-time staffs as needed.

The ideal candidate will have a recognized undergraduate degree in business, commerce, or related field, plus three (3) years of related experience. One year of supervisory is a requirement for this position.

The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land, Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural environment are also considered assets.
